Utilities Analyst 2 or 3

Under general supervision, at either a full-performance or advanced level,  develops methods and procedures for collecting/processing, analyzing and reporting activity related to energy and telecommunications markets affecting West Virginia utilities and consumers.  Works with statistical models of financial and economic systems that are theoretically and empirically valid to provide economic advice to the Public Service Commission in formulations of public policy in energy and telecommunications matters. Works either independently or as part of a team to conduct research and prepare reports and white papers.  Participates in special projects. Some travel may be required. Excellent verbal and writing skills are required.  Specific duties of this position include:  Evaluates economic decisions made by market participants and the effects of those decisions on West Virginia markets; evaluates the cost of capital in the utility market and makes recommendations to the Commission on allowable rates of return both at existing and alternate capital structures; formulates recommendations, policies or plans to aid in market interpretations or solutions of economic problems; monitors, reviews and analyzes economic and economic policy-related issues that arise in filings at the Federal Energy Regulatory Commission, Department of Energy, and/or Federal Communications Commission proceedings; identifies economic and economic policy-related issues in docketed cases before the Public Service Commission; participates in docketed cases by providing expert testimony; assists staff attorneys in preparation of legal briefs in contested cases before the Commission; provides economic policy analysis of State and Federal legislation; attends various conferences and meetings as representative of the Commission in matters relating to economic issues. The performance of other related work may be required. 

The following areas of education and experience are preferred:  Master's Degree in Economics with outstanding academic records; Bachelor's Degree in Economics and three to five years of relevant work experience may be substituted for the education preference. Relevant work experience is defined as employment in the electric or telecommunications utility industries or by a utility regulatory commission.  Experience in market performance monitoring, utility operations and planning, energy trading, and regulatory and policy analysis is preferred but not essential.
