Position Qualifications
Bachelor's degree in Economics, Finance, Health Care Administration or related field (with emphasis on statistical analysis) and two years of experience in a health plan environment with direct responsibility for production of trend analyses, rate-setting recommendations and other statistical analyses. Experience in health care or benefits preferred. A Master's degree or work towards a Master's degree or Ph.D. in Economics, Finance or Health Care Administration highly desired. Familiarity with Ingenix helpful. Knowledge of comprehensive employee benefit programs, including flexible benefit programs and research techniques is essential. Must be able to communicate effectively (orally and in writing). Must have solid understanding and familiarity with statistical principles and analysis. Essential Job Tasks Collect, analyze, benchmark and comprehensively report on data from various internal and external sources pertinent to the provision of health and medical benefits within Maricopa County. Develop metrics and build forecasting models for health care plans and wellness programs including program effectiveness and participation. Utilize Ingenix tool for trending, modeling and reporting of utilization and financials of plans and wellness programs to support and facilitate achievement of EHI's goal to manage health care costs and improve the health and productivity of County employees. Identify opportunities, summarize key findings and collaboratively present recommendations to EHI management, OMB, County management, WM&D leadership, and other key internal and external partners to facilitate informed decision making of health care plans and wellness programs that fit the goals and mission of Maricopa County. Work closely with third party benefit consultant, Health Care Strategist, Finance Supervisor and OMB in data sharing, issue and opportunity identification and analysis and recommendations. Work collaboratively with EHI management and with WM&D Director, to integrate disability and absenteeism information into total health management analysis and reporting. Participate in the Request for Proposal (RFP) process for insurance contracts.
