Responsibilities Under the general supervision of the Director, Sustainable Energy Division and reporting to the Chief, Energy Industries Section, the incumbent is responsible for the following duties: • 1. Participating in the design and implementation of the programme of work of the Committee on Sustainable Energy - especially the work related to clean electricity products - from coal and other fossil fuels, coal-bed methane, coal, thermal power, oil and new and renewable sources of energy; • 2. Organizing and providing secretariat support services to meetings of experts, in particular the Ad Hoc Group of experts on Clean Electricity Production from Coal and Other Fossil Fuels and Ad Hoc Group of Experts on Coal-Bed Methane, as well as seminars, workshops and study tours on sustainable energy and clean electricity production and coal-bed methane related matters; • 3. Providing assistance in the management of extra-budgetary technical assistance projects on cleaner electricity production and coal mine methane particularly in Central Asia including securing support from donors such as UNFIP, UNDP, GEF, donor governments, multilateral lending agencies.• 4. Assisting in the preparation of general energy studies; reviewing and preparing reports, periodic surveys, discussion papers and background documentation for meetings and other purposes related to the situation and prospects of clean electricity production, coal-bed methane, coal, clean energy technologies, oil, and renewable sources of energy; • 5. Keeping abreast of industry and market developments related to sustainable development, clean electricity production, coal-bed methane and use of coal and oil as well as new and renewable sources of energy; • 6. Establishing and maintaining relations with government departments, international organizations and the business community to enlist their support and contributions to the areas of work described above.
Competencies • PROFESSIONALISM - Sound analytical skills; ability to apply economic theory and concepts to the analysis and formulation of policy recommendations on sustainable energy, coal and electric power issues of concern to the ECE region. The incumbent must have organisational skills to manage extra-budgetary technical assistance projects, service meetings of government and industry experts, as well as seminars, workshops, study tours on sustainable energy, clean electricity and coal mine methane related matters; assist in the management of extra-budgetary technical assistance projects on cleaner electricity production and coal mine methane particularly in Central Asia including working United Nations system funding sources, external donor institutions, donor governments and multilateral lending agencies• COMMUNICATION - Excellent drafting ability, particularly in preparing reports that are clear, concise and intelligible to an audience of generalists as demonstrated by written work; • TECHNOLOGICAL AWARENESS - Proficiency in computer systems (word processing, database, statistical, spreadsheet and presentation packages); proficiency in the development, updating and maintenance of Web pages and the utilisation of the Internet; • CLIENT ORIENTATION - Ability to establish and maintain effective relationships with colleagues, other staff, outside collaborators and donors to extra-budgetary technical assistance projects.
Education Advanced university degree in economics, business administration, engineering or related field.
Work Experience At least five years of related professional experience, preferably including professional work experience in an international organization involved in energy ore-related fields.
Languages Fluency in English with good working knowledge of French and/or Russian.
Other Skills Knowledge of economies in transition, as well as experience in the development, updating and maintenance of Web pages and proficiency with the Internet.
