We are looking for a Labour Market Analyst to conduct analytical and methodological work on labour market policies with a particular focus on the labour market implications of a transition to environmentally sustainable growth; including the structural labour market adjustment that will be required and the labour market policies that will be needed to facilitate the required structural adjustment and maintain political support for green growth. The selected candidate will work under the supervision of the Head of the Employment Analysis and Policy Division of the Directorate for Employment, Labour and Social Affairs (ELS). S/he will be part of a horizontal team and work closely with the Green Growth coordinator in the Environment Directorate and other members of the horizontal team.
The key objective of the OECD Horizontal Project on Green Growth is to help countries develop and assess policies aimed at achieving economic recovery and environmentally sustainable economic growth, while addressing social implications for the transition to a green economy. Job Duties 1. Analysis and drafting • Conduct a critical literature review of the main labour market issues which will need to be addressed as part of the OECD Green Growth Strategy, which is being developed to provide a comprehensive and whole of government strategy for fostering the transition towards environmentally sustainable growth • Design and carry out original quantitative research on the labour market impact of a transition towards green growth and the contribution that labour market and training policy can make to achieving a successful transition; prepare analytical and policy-oriented papers based on this research. • Draft reports in a clear and accessible manner in areas of responsibility. • Participate in the general work of the Division, reviewing papers, disseminating information on significant developments in the subjects or countries concerned. 2. Liaison and outreach • Develop and maintain good working relations with senior official in member country administrations and other international organisations, as well as with academics. • Participate in missions to member and non-member countries as required. • Keep informed on relevant economic policy developments in member countries, and on developments in academic literature. 3. Resource management • Work effectively within a team of economists, analysts and statisticians located in several directorates (ENV, ELS, ECO, STI, STD…). • Supervise the work of a statistician. Qualifications 1. Education and experience • An advanced university degree in economics with sound theoretical foundations in labour market issues. • Three to seven years experience in applied research and policy analysis in the areas of labour markets, employment policies and human capital development, acquired in a national administration, international organisation, university or research centre. Proven expertise in quantitative analysis, environmental policy and CGE modeling would be considered an advantage. 2. Key competencies • Very good knowledge of micro- and macro-economic theory and of the general techniques of econometrics and statistics. • Good command of word processsors as well as statistical and econometric software (e.g. STATA, SAS, EVIEWS). • Good organisational skills, ability to work effectively on the basis of general instructions and with minimum supervision. • Ability to work under pressure and to meet tight deadlines. • Ability to exercise initiative, to prepare reports independently and to adapt to a wide range of demands. 3. Communication and OECD official languages • Good interpersonal skills. • Ability to work in a multicultural team and to supervise statisticians and research assistants. • Ability to explain economic issues and analysis in a fashion understandable to experts and lay audiences alike. • Excellent communication and presentation skills. • A high quality of drafting ability and knowledge (oral and written) in one of the two official languages of the Organisation (English and French); working knowledge of the other. The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the post will be adjusted accordingly. |
