Associate Economist

The Baldwin Group, Inc. (TBG) is seeking an economist to support the socioeconomic initiatives of the NOAA Office for Coastal Management (OCM). This individual will be responsible for developing and analyzing time-series employment statistics on ocean and coastal economies, such as the Economics: National Ocean Watch (ENOW) data that includes six economic sectors dependent on the oceans and Great Lakes. In addition to developing data and analyzing trends, the candidate will provide technical assistance in using these statistics through one-on-one support as well as by providing reports and presentations. The candidate will work with partners in various coastal regions and territories to apply economic data and methods.

Duties
• Using established methods and programs, generate time-series statistics of ocean and coastal economic data sets such as the ENOW data set, the related Non-Employer Statistics data set, and the Coastal Economy data sets
• Refine existing data production methods as needed to maintain data production capabilities (most of the existing work is performed using SAS Macros)
• Support the development of new programs needed to produce additional data sets, e.g., decadal demographic data from the U.S. Census Bureau's American Community Survey (it is likely that future work will be performed using SAS Macros)
• Document data development methods. Follow and update standard operating procedures. Perform quality assurance and quality control.
• Identify and communicate trends and variations in data
• Work with federal, state, and local partners to identify and apply economic data
• Provide technical support to users of coastal economic data such as ENOW and related data products
• Coordinate with the U.S. Census Bureau, Bureau of Economic Analysis, Bureau of Labor Statistics, and other data providers
• Support data analysis by senior social scientists

Essential Qualifications
• Master's degree with a focus on economics
• Experience developing and analyzing economic data and identifying trends
• Ability to use Microsoft Excel to analyze economic trends
• Strong attention to detail
• Excellent communication skills and the ability to communicate economic concepts to a non-technical audience

Desired Additional Qualifications
• Experience in developing and using SAS Macros
• Familiarity with data provided by the U.S. Census Bureau, Bureau of Economic Analysis, and Bureau of Labor Statistics
• Understanding of coastal and ocean resource management issues
• Experience with GIS
