Within Policy and Strategy, you will be joining a team that plays a key role in helping to make the overall case for investment in specific transport infrastructure projects and programmes in London, including underground extensions, new river crossings and highway improvements that help support new development, helping to develop new and innovative approaches to how schemes are appraised. You will be involved in commissioning and overseeing work that seeks to better understand the scale of new homes and regeneration that investment in more transport capacity on particular corridors could unlock, in order to support London's future growth and economic success.

Job Purpose

An opportunity has arisen for 2x Business Case Advisors to work for Transport Strategy and Planning, here at TFL. The successful Business Case Advisors will have responsibility to assist with the development and production of WebTag / Green Book compliant Business Cases for major capital transport infrastructure projects TfL is promoting, including the economic aspects of the strategic and economic cases. The role requires extensive working and collaboration both within TfL and with external organisations.

Key Accountabilities

• To assist with the preparation of the overall Business case for strategic transport infrastructure projects and to be accountable for maintaining and updating the Business Case throughout the development of the project.
• To support the transport modelling, forecasting and economic appraisal strategy for these projects, working closely with the GLA, other stakeholders and parts of TfL.
• To support a small team of specialists including specialist economic, development and assist planning consultants to ensure the outputs required are delivered in accordance with the overall project timescales. This area of work encompasses a budget of c£500k per annum.
• To assist in delivery of a programme of impact studies and assessments of the wider economic benefits and to ensure these inputs are fully integrated within the wider business case.
• To support inputs to funding and finance studies to ensure that the TfL's financial business case is robust and that funding sources are secured appropriately.
• To assist in work with external stakeholders to help build a strong case for these strategic transport infrastructure investments.
• To be an advocate for the overall case for investment in strategic infrastructure, presenting externally and internally to make the overall case.
• To support the delivery of robust appraisal methods that support Business Case updates required for project review points as stipulated in the Project Board's objectives.

Financial Impact

Crossrail 2 is a £27bn project and other projects range in cost from £100m to £3.2bn. In supporting the development of business cases for the Department for Transport and / or HM Treasury, the post-holder exercises influence over the direction and ultimate success of these projects.

Knowledge

• Degree in a relevant subject and further qualification(s) in a closely related discipline.
• Possesses an understanding of the key issues affecting London's future growth including challenges of housing supply and affordability, the sectors of the economy with London specialises that drive productivity growth and how congestion/ crowding may constrain growth.
• Familiarity with WebTag and Green Book guidance on business case development, including an understanding of wider economic benefits and regeneration benefits.
• Knowledge of how to quantify and evaluate economic impacts of transport schemes.

Skills

• Good analytical skills and ability to apply economic concepts and techniques to transport problems in a methodical way.
• Sound written and verbal communication skills.
• The ability to present and communicate complicated ideas in a clear way that reflects the different needs of complex stakeholder groups.
• Ability to carry out research and gather evidence to inform and support strategic decision making and priorities.
• Able to identify and pursue solutions to promote the public interest.

Experience

• Experience of appraising economic impacts and preparing supporting inputs to business cases.
• Experience of transport planning.
• Experience of articulating the impacts of transport investment on the economy.
• Experience of appraisal of infrastructure projects that offer wider economic benefits.
• Experience of preparing and drafting complex reports.
• Experience of influencing external stakeholders/ working in a political environment.
