Introduction

Parsons Brinckerhoff Ltd is a world leader in the field of power engineering consultancy, providing a wide range of energy-related services to both public and private sector clients. Within PB, the ESC Group comprises a small highly experienced team of Engineers, Economists and Business Advisors. The CE will occupy a senior position in the Group, reporting to the Group's Manager.

Job description for the CE

The CE will provide leadership/major contribution to projects/studies requiring substantial economic input; provide leadership assessing the impact of the economy on policy and regulation within the power sector in the UK and globally. The CE will be the 'go-to' advisor to ESC as well as others across Power division (covering energy in its broader sense) on economic issues, methods and application within projects. The role will require the technical leadership of the power economics function within ESC. There will also be a requirement to work with the Regulation and Compliance function who are focussing on energy markets and deregulation. There will be a requirement to undertake development of business, maintenance of the economics related skill base of the broader ESC team and the development of staff to extend capability and knowledge to meet the growth ambitions of PB.

The CE should be able to demonstrate extensive experience of studies, market structuring and training in all sectors of the energy industry. Particular areas of specialisation should include economic evaluation, power system planning, energy pricing/forecasting and electricity tariffs, market modelling, utility regulation and compliance, fuel forecasting, low carbon and climate change, and master planning. Clients would include Governments, regulators, utilities, developers, owners, operators, lenders and investors.

A clear ability to articulate complex technical and economic issues to clients and colleagues in both written and oral form.
Proven verbal and written communication skills.
The ability to work in different roles for different clients both locally and worldwide.
The ability to act as project manager and as a project team member as occasion dictates.
Demonstrable leadership and mentoring skills
The ability to contribute to outward-facing publications designed to inform the public and to publicise the particular skills of PB.
The ability to develop training courses and deliver them internally as well as externally.
The ability to contribute to PB led 'thought leadership' work, such as Powering the Future publications.

Experience

The CE should have proven experience in most or all of the following areas:

An energy industry or related sector.
Project management and demonstrated achievement in successfully managing projects.
Writing winning proposal documents, succinct feasibility studies and other reports.
A track record in finding solutions to complex problems within tight deadlines.
Strong analytical capability and expert interest in the electrical supply sector.
Preparation and management of planning and feasibility studies embracing technical, financial and economic analysis.
Preparation of electrical energy demand forecasts.
Support with preparation of generation plans.
Fuel forecasting
Future of energy sector
Training and technology transfer
Oral and written presentation of results to clients.
Development and winning of new business.
Market design and restructuring
Low carbon and climate change
Economic analysis of projects.

Further Attributes

Candidates should:
Be fully fluent and able to work (communicate verbally and in writing) in English.
Hold a full UK driving licence.
