SHG is looking for a Chief Government Economist to join our Sustainable Development Team in St Helena. St Helena Island is an aid dependent self-governing overseas territory of the United Kingdom situated in the sub-tropics in the South Atlantic between South America and South Africa.

Providing cross-cutting economic policy advice to St Helena Government, you will ensure those applied are well targeted, efficient and consistent with established policies and strategies. You must manage the production of macroeconomic forecasts to inform the medium term expenditure framework, offer input into economic development considerations, and focus on developing policy measures that incentivise private sector investment in key strategic sectors. You will be responsible for working closely with members of the Sustainable Development Team to deliver key strategic economic development projects.

You will also contribute economic input into regulatory issues, plus manage socio-economic assessments of key policies and projects as well as provide economic evaluation of projects, programmes, and policies where necessary. You will support public consultations and help the Statistics Office in the collection, analysis, and interpretation of data relating to economic indicators.

Holding a first degree or equivalent in a relevant subject area (with a significant economics component), you have a Project or Programme Management qualification (Prince2, MSP, Agile) or equivalent level of demonstrable attainment or experience. This should be supported by experience of managing a function/service area or diverse group of staff and a substantial background in economic analysis and economic development. Having worked in business and financial planning in a financially constrained context and involving some hard-to-predict budgets, you have sound financial management skills. You have delivered effective performance management at organisational and individual staffing level and been involved in strategic planning and effective project management, with experience of high level policy development in a strongly political environment.

As an officer funded through the Technical Co-Operation Programme you will be expected to share your knowledge and skills beyond the workplace contributing to workforce, community and capacity development in St Helena.

• Salary: £50k pa, depending on experience and qualifications
