The Institute for Defense Analyses (IDA) is a not-for-profit corporation that operates three Federally-Funded Research Centers (FFRDCs): the Systems and Analyses Center serving the Department of Defense; the Science and Technology Policy Institute serving the Office of Science and Technology Policy, the National Science Foundation, and other offices and councils within the executive branch of the federal government; and the Center for Communications and Computing serving the National Security Agency. IDA provides objective analyses of national security issues and related national challenges, particularly those requiring extraordinary scientific, technical, and analytic expertise.

The Cost Analysis and Research Division (CARD) is one of eight research divisions of the Alexandria-based Systems and Analyses Center providing high-quality analyses and advice to sponsors in the Office of the Secretary of Defense, the Joint Staff, the Combatant Commands, and defense agencies, as well as to sponsors in other federal agencies.

The division's portfolio includes analyses of particular investment decisions; of policies affecting a class of resource decisions; and of processes used by the government to make resource decisions. CARD analyses typically are quantitative in nature and draw on the many specialized disciplines used in resource allocation decisions.

CARD undertakes projects concerned with weapons and force structure costing, and with analyses of a wide range of infrastructure and support activities, including military health care, training, and logistics.

Reporting directly to the IDA President, the Director manages a staff of about 60 full time and 35 part-time employees; about 60% of CARD Research Staff Members hold a Ph.D. degree.

We seek a well-educated senior-level manager who can lead a program of high quality, independent analyses of defense and other public policy issues. The individual selected should have a working knowledge of federal decision-making processes gained through civilian or military experience in government. Further, he/she should have a deep understanding of the role of resource analyses in acquisition and management decision-making and be able to shape high-quality products in support of CARD's missions.

The Director of CARD needs to work cooperatively with other IDA research groups and operations staff, and with a diverse set of government organizations and advisory groups. The selected individual must be able to interact effectively with senior leadership in the Department of Defense and other sponsoring offices.
