This position is located in the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UN-OHRLLS). Subprogramme 1 of the Office is mandated to mobilize and coordinate international support and resources for the effective implementation of the Istanbul Programme of Action, enhance its monitoring and follow-up and raise awareness and advocate with respect to the special needs of least developed countries. The incumbent reports to the Chief, Subprogramme 1, under the overall guidance of the Director.

Responsibilities

Within delegated authority, the Economic Affairs Officer:
•Contributes to the monitoring, follow up and review of the implementation of the Istanbul Programme of Action for the Least Developed Countries by developing socio-economic databases and qualitative information on the special vulnerabilities of least developed countries, particularly issues of concern in the areas related to environmental and energy sustainability affecting small island least developed countries in particular.
•Drafts specified inputs for technical papers, analytical studies and reports on crosscutting topics such as climate change and sustainable energy.
•Identifies and analyses policy proposals made elsewhere relating to assigned topics, in particular the Rio+20 and UNFCCC processes, as well as the Sustainable Energy for All Initiative.
•Attends international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions.
•Assists in the organization and servicing of expert group meetings, seminars, etc. on development issues pertaining to the least developed countries with a view to fostering private sector's contribution to the implementation of the Istanbul Programme of Action.
• Prepares speeches and other inputs for presentations by senior staff.
•Prepares inputs for reports to intergovernmental bodies.
•Follows intergovernmental meetings, in particular the General Assembly and the Economic and Social Council, and prepares summary reports.
• Assists in the organization of panels, round tables etc. on development issues relating to least developed countries for intergovernmental processes.
•Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit's services. This includes assistance in trust fund management and reporting.
• Undertakes on-the-job and other training activities, both internally and externally.

Education

Advanced university degree (Master's degree or equivalent) in economics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in the areas of economic analysis, economic and social development, international relations and energy and environmental sustainability is required. Experience in working with international organizations as well as intergovernmental processes is desirable. Experience in trust fund management and reporting is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of a second official United Nations language is an advantage.
