The position is located in the Capacity Development Unit of the Financing for Development Office of the Department of Economic and Social Affairs. The incumbent reports to the Chief of Unit. The Financing for Development Office provides effective secretariat support for sustained follow-up within the United Nations system to the agreements and commitments reached at the International Conference on Financing for Development, as contained in the Monterrey Consensus as well as financing for development-related aspects of the outcomes of major United Nations conferences and summits in the economic and social fields, including the development goals set out in the United Nations Millennium Declaration. Responsibilities

Under the supervision of the Chief of the Capacity Development Unit, the Economic Affairs Officer will provide support to the programme of capacity development in the area of domestic resource mobilization, including fiscal policies and tax administration. This will include the following duties:

• Designs, implements and monitors technical cooperation projects in the area of domestic resource mobilization, including fiscal policies and tax administration;
• Conducts training seminars and workshops for officials of national tax authorities and ministries of finance of developing countries;
• Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization's technical cooperation activities;
• Prepares global, regional, national or sector analyses that provide a basis for advising national tax authorities or ministries of finance on issues related to domestic resource mobilization, including fiscal policies and tax administration;
• Designs and conducts studies and develops draft policy recommendations on domestic revenue issues, including fiscal policies and tax administration;
• Attends international, regional, and national meetings to hold discussions with representatives of other institutions;
• Prepares speeches and other inputs for presentations by senior staff;
• Supports junior staff, reviewing their work and providing feedback;
• Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the Capacity Development Unit and FfDO;
• Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work programme of the Unit;
• Undertakes on-the-job and other training activities, both internally and externally;
• Perform other tasks, as assigned, to fulfill the mission and deliver the Programme of Work of the Office.

Education

Advanced university degree (Master's degree or equivalent) in economics, finance, accounting, law, business administration or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience at the national and international levels, involving both analytical and policy development work in the field of international taxation. Experience in developing capacity development tools, preferably, in the area of international tax cooperation, is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is desirable.
