The Economic Commission for Latin America and the Caribbean (ECLAC) is one of the five
regional commissions of the United Nations. It was founded in 1948 with the purpose of
contributing to the region's economic and social development. Responsibilities

Under the general supervision of the Chief of the Division and the direct supervision of the
Chief of the Unit of Sustainable Development Policies, the Economic Affairs Officer is responsible for the following:
ECONOMIC OR SECTOR ANALYSIS
•Coordinates and conducts research on the relationship between economics and the environment, including the urban environment, in the Latin American and Caribbean region and drafts resulting reports;•Develops studies and recommendations to strengthen guidelines and methods for effective formulation of adequate strategies to promote equitable and environmentally sustainable development;•He/she organizes and participates in regional projects, training courses, meetings and other activities designed to promote cooperation among institutions of the region, to incorporate the environmental economics dimension into their development efforts.
INTERGOVERNMENTAL SUPPORT
•Provides substantive support on environmental economic issues to intergovernmental bodies; •Represents organizational unit at international, regional and national meetings.
TECHNICAL COOPERATION
•Coordinates and provides technical assistance to Member States, upon request, in the fields of environmental economics and development; liaises with other ECLAC Divisions/Sections/Programs, including other agencies of the UN system.
GENERAL
•Supervises the work of subordinates and external consultants;•Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit's service.;•Undertakes on-the-job and other training activities, both internally and externally.

Competencies

• PROFESSIONALISM: Ability to apply economic theories and concepts in different sectors
of economic and sustainable development is required. Knowledge of statistical, conometric and mathematical software for environmental-economic assessment (modelling) and spreadsheets is desirable. Ability to conduct independent research on economic topics, determine suitability, validity and accuracy of data provided by different sources is required. Report writing ability required. Ability to identify and develop sources for data collection is required. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education

Advanced university degree (Master's degree or equivalent) in economics or related field,
with specialization in environmental economics is required. A first-level university degree in
combination with qualifying experience may be accepted in lieu of the advanced university
degree.

Work Experience

At least seven years of relevant experience in organizing and carrying out empirical research
in economics and the environment, as demonstrated by a good record of relevant publications, are required. Involvement in policy design or implementation at national or local levels and project resources management is desirable. Experience in sustainable consumption, production and urban development is highly desirable. Experience in the provision of technical assistance or work with international organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, advanced knowledge of oral and written English and Spanish is required, as verified through relevant exams if necessary. Intermediate knowledge of Portuguese is desirable.
