Key Functions
• Perform economic analysis, business case, independent government cost estimations and risk assessments of large-scale government programs
• Help agencies develop guidance and processes for CPIC, IT Governance, and or Program Analysis and Evaluation
• Understand and provide leadership in full spectrum of capital planning including application of OMB Circulars A-11, A-130, and A-94
• Leverage guidance in OMB circulars A-11 and A-94 and the GAO Cost Estimating and Assessment Guide
• Provide OMB e-300 planning, development, and review support
• Develop Analysis of Alternatives supported by Cost Benefits Analysis (CBA), Cost Effectiveness Analysis (CEA), Net Present Value (NPV), and ROI analysis
• Develop engineering or "bottom-up" method and parametric or "statistical" method to create schedules and/or cost estimates with full charge back to support an operational model
• Review and assess contractor cost estimates for completeness, use of best practices, and cost realism
• Used Monte Carlo simulation of the cost model equations to approximate all random inputs to determine cost ranges
• Used regression and distribution analyses to examine affordability and rank the marginal impacts of cost drivers
• Develop and deliver budget planning and execution, expenditure planning, and cost analysis and assessment briefings to senior government officials and managers
• Conduct Earned Value Management compliance assessment / Integrated Baseline Review
• Support and/or contribute to other related program management and acquisition management tasks, such as risk management and project plan development as needed

Preferred Qualifications
BS and 5 years of related experience or MS and 3 years of related experience or PhD and 1 year of related experience

Minimum Education/ Experience
BS and 8 years related experience.
