The Office of the Chief Economist (OCE) is seeking to strengthen its capacity in project and sector assessment. A regular appointment at Economist/Principal Economist level for an industrial economics expert with a sound understanding of agribusiness and food security issues is sought in this context. The Economist/Principal Economist will work under the direction of the Director for Project and Sector Assessment. He/she will be expected to take up responsibility for the group's agribusiness work.
OCE consists of a team of around 50 economists and analysts. It contributes to the operational, policy and strategy work of the Bank and provides intellectual leadership on the economic aspects of transition in the region.
OCE works with the Banking Department in structuring, appraising and monitoring investment projects that advance the transition to a market economy. OCE also initiates and participates in Bank policy initiatives, contributes to the development of country and sector strategies and supports the Bank's operations by monitoring macroeconomic developments and risks. In addition, OCE undertakes economic research, and publishes the EBRD's Transition Report.
Key Responsibilities and Deliverables
Leading role in designing and appraising specific investment projects, in conjunction with the Banking Department, in industry, corporate and agribusiness sectors for their impact on transition; the person appointed will assume leadership on agribusiness projects;
Helping to drive forward specific sector assessments and policies, through analysis, strategy papers and policy dialogue, with a particular focus on industry and trade policies, agricultural policy issues, food value chains and sectoral linkages as well as competition issues;
Monitoring and assessing structural reform progress in industrial and agribusiness sectors of the Bank's countries of operation. Particular focus on competition and trade policies, government interventions, linkages, company governance and management and general business environment issues affecting the sectors;
Ad hoc assignments as requested, including drafting of briefings, presentations, and speeches by the President or other members of senior management.
Essential Skills, Experience & Qualifications
Key qualifications and skills include:
A postgraduate degree in economics or related field from a leading university; a PhD in the field of industrial or agricultural economics would be an advantage;
Work or policy experience related to the corporate or agribusiness sectors;
Strong analytical and quantitative skills;
An ability to understand credit analysis of investment projects would be an advantage;
Excellent written and oral communication skills in English.
Familiarity with the EBRD region of operations and the countries of the Southern and Eastern Mediterranean, particularly work or study experience in the region, and knowledge of one or more languages of the region would be an advantage.
