Job description:

The Economist role will be involved in project delivery across a truly wide range of projects and thematic areas. Tasks may include supporting companies, governments and local authorities in developing their policies, or informing their investment decisions, in respect of, for example, the most sensible delivery model for waste operations, on carbon mitigation plans, or in respect of business cases for investment in new equipment. Tasks may arise in the context of ex ante assessment of proposed EU or UK policy proposals, the development of regulatory impact assessments, or business case analysis as part of due diligence work. Relevant knowledge and experience would include analysis of private financing mechanisms, public private partnerships and international funding mechanisms (EIB, EU funding and World Bank funding impacts).

We would not expect the successful candidate to have relevant expertise in all thematic areas in which we work, but would expect demonstrable and relevant expertise in a number of areas of economic analysis, with the ability to learn quickly about our work, and apply existing knowledge in new ways. Our main focus is that you are able to draw upon a range of tools from within the economic discipline than can be applied in the examples above, along with the flexibility and ability to apply these tools to new situations and contexts. We are looking for someone who thinks creatively, and appreciates the need to spend wisely in delivering environmental improvement.

Head of Environmental Policy and Economics.

Person specification:

To succeed within this role you will need to demonstrate a strong track record of applying your economics knowledge and expertise to a range of problems. You are likely to have a relevant degree in economics, possibly with postgraduate qualifications. You may have worked either in consultancy, or in business, or in economic analysis within the civil service, for example. You will be able to demonstrate an ability to apply your understanding of the principles of economics in novel and creative ways.

You need to be able to work as part of small teams, and to have good interpersonal skills, allowing you to interface with other team members in a manner that allows your tasks to be delivered efficiently and effectively in the context of the team's wider work.

Candidates should reflect our values and commitment to quality and are expected to be self-disciplined, well organised and to be able to present themselves in a professional manner. A personal interest in, and commitment to, environmental issues is expected.

You will have excellent rapport levels with a number of key clients, and will maintain and grow these relationships over time creating opportunities for cross selling and up selling.

Essential:

It is considered essential to have deep familiarity with at least two of the following, and an understanding of the others;
· Ability to develop business cases / undertake options appraisal through financial modelling;
· Ability to conduct cost-benefit analysis, and cost-effectiveness analysis;
· Development of regulatory impact assessments;
· Understanding of key economic instruments used in environmental policy;
· Modelling of shifts in supply and demand as a result of changes in policy;
· Forecasting techniques;
· Experience in regulatory economics (pricing under regulation e.g. modelling
impacts of price caps and floors)
· Experience with financial modelling
· Life-cycle costing;
· Competitiveness impact assessment
· EU Economic policies / outlook

Desirable

· An aptitude for developing novel policy / financial instruments
· Ability to win work in areas of economics of relevance to Eunomia
· Familiarity with a client base similar to that of Eunomia
· Environmental and resource economics
· Environmental (including natural capital) accounting
· Economic modelling in relation to air quality issues
· Project Management experience/ qualification
· Line management experience.
