Energy and Environmental Economist

GENERAL SUMMARY:
Position is on the research staff of a private, not-for-profit management consulting firm headquartered in McLean, VA. The great majority of the firm's clients are federal agencies.

PRINCIPAL DUTIES AND RESPONSIBILITIES
Responsible for conducting economic studies and analyses on a variety of topics relating to federal programs in the defense and non-defense areas. The analyses are meant to provide useful, actionable information to decision-makers within the Federal government or the private sector with which to advance the broad public interest.
They may also include forecasting of future energy use by a client, and analysis of how best to meet that use while also achieving other objectives (e.g., reducing greenhouse gas emissions).
In the environmental area, analyzes the cost effectiveness of programs to achieve environmental objectives, and seeks to identify efficient means to achieve such objectives. Develops models or metrics as needed to analyze a client's progress towards meeting environmental goals, and to assess whether appropriate resources are being allocated and whether better options might exist. Assists clients with program planning, scenario analysis, policy analysis, surveys, and other means to achieve their environmental goals.
Takes the lead on projects in the energy and environmental area and helps plan and organize the work of others to provide clients with high quality, objective results and advice. As a project leader, takes responsibility for achieving project goals on budget and within schedule, and for maintaining open lines of communication with the client.
Alternatively, works within a team led by another and strives to assist both the team leader and other team members as needed. Carries out individual responsibilities within the team framework, and helps to ensure that the project successfully achieves the outcomes promised to the client.
Keeps abreast of developments in energy and environmental economics, as well as broader developments in the energy and environmental areas. Also keeps abreast of government agency requirements in the energy and environment areas and seeks to identify ways in which LMI can help fulfill those requirements. Maintains strong relationships with clients and is available for consultation with them as needed.
As appropriate, develops contacts throughout LMI so that others can take advantage of this analyst's skills and insights pertaining to problems involving energy or environmental economics.

MINIMUM QUALIFICATIONS:
Phd or masters degree in economics, preferably with a physical science, mathematics, statistics, or economics undergraduate degree. Specialty in energy or environmental economics desirable but not required.
Superior communication skills, both oral and written, are required. A publications list must be submitted.

PREFERRED QUALIFICATIONS:
Experience with government agencies, especially DoD but also civilian agencies dealing with energy or environmental issues, is highly desirable. Experience with a consulting organization, especially one that serves federal agencies, also is highly desirable.
The principal qualification for this position will be solid analytical skills, but the candidate should expect to be asked to lead projects and to contribute to ongoing business development activity on behalf of the firm. Therefore, demonstrated project management skills, experience in maintaining relationships with clients, and in developing new business are all desirable qualifications.
Applicant will be expected to work mainly at the firm's headquarters in McLean, VA, but must be available for occasional travel.
