Description
The OECD Trade and Agriculture Directorate (TAD) provides information, analysis and advice in support of governments' efforts to improve the domestic and international performance of their trade, agriculture, food and fishery policies.
The Division undertakes analytical work under the general themes of trade, agriculture and development with a focus on evidence-based, policy-relevant analysis. Specific areas of trade-related research include projects on trade and employment, global production networks, dynamic gains from trade, aid for trade, trade facilitation and state-owned enterprises in the global marketplace. The Division's agricultural development work covers issues related to global food security, assessing special needs and agricultural policy design in countries at different stages of development, and smallholder risk management in developing economies. Within these areas, the Division contributes actively to the OECD's co-operation with the G20 and other OECD priorities, including on development and enhanced engagement with non-member partners.
We are looking for a senior professional to lead a highly qualified team working on issues at the interface of trade, agriculture and development policies. S/he will exercise responsibility for the design and timely delivery of policy analysis and advice, in close consultation with national delegates, other international organizations, and both private sector and civil society representatives.
The selected person will have excellent analytical skills and deep knowledge of current and emerging issues in the relevant policy fields, and will benefit from a wide professional network. S/he should also have a proven track record of delivering high-quality and policy-relevant outputs to tight deadlines, and presenting findings in international meetings and public/media events. Reporting to the Director, s/he will have line management experience in a multicultural environment.
Main Responsibilities
Strategic vision and leadership
Contribute to identification of the priority areas of work in the fields of trade, agriculture and development policies, in line with the strategic orientations of the Secretary-General. Direct related analytical work, taking into account external developments. Ensure timely delivery of planned outputs.
Monitor, and as appropriate contribute to, work undertaken and events taking place both inside and outside the OECD in relevant fields in order to improve the quality and impact of the Division's work.
Communicate clearly and effectively OECD goals and the strategies for achieving them. Help others understand how their daily work contributes to the OECD mission and objectives, and inspire staff to proactively contribute to them.
Contribute actively as a member of the Directorate's senior management team in discussions on corporate priorities and planning of the overall work of the Directorate.
Management and co-ordination
Lead, manage and support staff to deliver high-quality economic and policy information, analysis and advice, in support of the Division's work programmes, initiatives, and emerging new priorities.
Establish high standards of performance and demonstrate a commitment to excellence.
Create an environment conducive to teamwork, continuous learning, innovation, and active collaboration inside and outside the OECD.
Representation and liaison
Ensure effective support for the Committees and their subsidiary bodies that oversee the work carried out by the Division. Facilitate effective participation of national delegates, other international organisations, and both private sector and civil society representatives.
Represent the OECD at high-level meetings and conferences involving senior policy makers and representatives of business, labour, academia, NGOs and the media.
Candidate's profile
Academic Background
An advanced university degree in economics or other relevant area.
Professional Background
At least ten years of relevant experience at senior/managerial levels, including experience in government or an international organisation.
Extensive knowledge of economic and development policies, including as related to trade and agriculture.
Languages
An excellent command of one of the two official languages of the OECD (English and French) and working knowledge of the other.
Key Competencies

Proven ability to design major research projects and to lead highly qualified analytical teams to produce desired outputs.
Ability to identify emerging issues and to translate these into innovative and rigorous work programmes.

Ability to establish and maintain effective relationships with senior officials and technical experts at both national and international levels.
Ability to represent the OECD in various public settings, from academic conferences and technical workshops to parliamentary hearings and media briefings.
