The Environment Directorate (ENV) is looking for a Head of Division to manage the Climate Change, Biodiversity and Development Division.
Under the supervision of the Director of the Environment Directorate, the successful candidate will exercise responsibility for the timely delivery of the Programme of Work and Budget of the Environmental Policy Committee as it pertains to work in the area of mitigation and adaptation of climate change, natural resources management (e.g. biodiversity) and co-management of joint work with the Development Assistance Committee on development and environment linkages. S/he will also be required to lead a very strong and diverse analytical team and to have strong programme and staff management skills.
Job Duties
1. Management and supervision
• Design and manage the activities of the Environment Programme in the fields of climate change policies analysis, biodiversity and environment-development linkages, and co-ordination of the Directorate’s economic-environmental modelling.
• Provide strong leadership and supervision to a Division of about 25 staff members. Ensure that the Division’s human, technical and financial resources are applied effectively and efficiently.
• Develop and manage the work programme and budget of the Division, including raising significant voluntary financial and in-kind contributions to support the work.
2. Leadership and delivery of the work programme
• As a member of the Environment Directorate’s Senior Staff, be responsible for an integrated and strategic view on the development and delivery of the work contained in the Environment Programme. Provide strong advice on the development of policies and strategies for climate change, biodiversity and environment-development linkages, as well as contribute to the positioning of the OECD externally as a source of relevant policy advice and analysis in the field.
• Contribute to effective administration of the relevant Working Parties, Expert Groups, and Task Teams responsible for the work on climate change, biodiversity and environment-development linkages.
• Assure the preparation of high quality proposals, reports and documents for the OECD Environment Programme of Work, in co-ordination with other Divisions and organisations and with national delegates.
• Organise meetings and conferences in collaboration with national government delegates and other international organisations.
3. Co-ordination and communication
• Foster dissemination of information and findings of OECD projects through publications, professional journals (as appropriate) and presentation to international fora and represent OECD at international meetings and conferences.
• Provide advice and briefings to the Director, Deputy Director, colleagues within the Organisation and in other organisations on new and ongoing activities in the area of natural resources, climate change and environment-economic modelling.
• Communicate and co-ordinate activities with other Divisions in the Environment Directorate, other OECD Directorates, the International Energy Agency (IEA), the Secretariats of the Convention on Biological Diversity (CBD) and the UN Framework Convention on Climate Change (UNFCCC), and other international organisations, and foster effective working relationships with other bodies.
Qualifications
1. Education and experience
• An advanced university degree in economics (with specialisation in environment) or an environmental management degree (with a good understanding of economics).
• At least 10 years’ experience in the development and/or implementation of environmental policies. Substantial experience in dealing with international environmental issues . Experience with modelling analyses and forecasting is strongly desirable.
2. Key competencies
• Strong leadership and management skills and proven ability to motivate and manage a high-performing, multidisciplinary and multinational team..
• A strong established international network and extensive networking skills to ensure connectivity with outside developments in the related fields.
• Demonstrated ability to conceive, plan and execute multi-faceted work programmes in co-operation with other partners, and substantial experience in managing and supervising such programmes.
• Ability to present substantive papers, policy conclusions and recommendations to senior policy-makers at national level in a clear, concise and convincing manner.
• An ability to match good policy analysis with strong quantitative skills.
