This position is responsible for ensuring the complete economic analysis of existing and proposed labor contracts and contract provisions for all bargaining units at the MTA and constituent agencies. The incumbent will function as MTA's technical resource expert in employee health benefit plans and other related fringe benefits.
Responsibilities
- Analyze proposed demands and determine cost impact utilizing appropriate economic assumptions and automated econometric modeling.
- Function as key part of negotiating team by developing and modifying cost information required to successfully effect overall settlements in accordance with the MTA financial plan.
- Prepare and/or review all costing sheets appended to Collective Bargaining Agreement Staff Summaries presented to the MTA Board.
- Communicate costing impact to appropriate management and staff and ensure that required systems are in place to monitor actual experience.
- Study and evaluate existing health benefit plans (both defined benefit and defined contribution) as part of total compensation package for non-represented and represented employees.
- Participate in MTA-wide health benefit cost reduction strategy with internal employees in addition to outside consultants.
- Analyze pension plan changes (proposed and/or enacted) which impact on the MTA and its employees.
- Maintain state of the art knowledge base in both analytical and computer modeling as well as in all operational aspects of MTA agency workforces.
- Demonstrate optimum communications skills, orally and written, to effectively and rapidly communicate complex findings in a concise, clear manner.
- Function as an integral part of the overall MTA and constituent agencies labor relations effort by performing any and all duties required.
- Assume functional responsibility for labor relations issues for represented employees at MTAHQ and MTAPD.
- Ensure that consistent practices are employed by all affiliate agencies in costing work rules and individual items.

Qualifications
- Familiarity with Taylor Law, Railway Labor Act, and FLSA.
- Knowledge of the Federal Employer's Liability Act.
- Knowledge of computerized models and their applications.
- Ability to communicate effectively and work collaboratively with others.

Education and Experience
- Bachelor's degree required (or equivalent work experience) in Accounting, Finance or related field; MBA or CPA desirable.
- Ten years total experience of which at least five years must be in Accounting and/or Finance. (Labor costing and forecasting the components of labor costs in a railroad/public transportation environment).
