The position is located in the Economic and Labour Market Analysis Department (EMP/ELM), which supports the ILO's agenda for promoting employment and labour market policies to create decent work, including estimating and analysing labour market trends. The Department consists of two units, EMP/ANALYSIS is responsible for labour market policy analysis; EMP/TRENDS is responsible for providing evidence-based labour market analysis at the national, regional and global levels based on reliable and up-to-date labour market information. The labour market analyses of the two units feed into the department's analysis of macro-policy for growth and employment, at the global, regional and country levels.

The position will work at the departmental level and be responsible for research on macro-policy for growth and employment. The position reports to the Director of EMP/ELM.

Description of Duties
Specific duties

1. Undertake research on theoretical and empirical issues in the key areas of macro- policy for growth and employment, at the global, regional, and country levels, in particular on issues of national income accounting, fiscal policy, taxation and expenditure.

2. Design tax/subsidy systems for labour market policy formulation.

3. Contribute to the macro-model building capacity of the Department. Advise the Department's units on theoretical macro-labour linkages and empirical assessments. This includes an analysis of the role of labour market dynamics on macroeconomic stability and financial-labour market interactions.

4. Liaise with other international organizations to exchange views, information and expertise on modelling macro-labour linkages. In particular, contribute to the ongoing collaboration with other institutions.

5. Collaborate and exchange information with international think tanks, research centres and economic modelling groups of national ministries and constituents to develop economic models and carryout econometric analysis.

6. Draft technical documents for international, intergovernmental, expert group meetings and academic audiences and assist in drafting relevant reports, both for internal and international forums such as the G20.

These specific duties should be carried out in conjunction with the following generic duties adapted to the work programme in question.

Generic duties

1. Design and promote a wide range of special subject-matter-related programmes, This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation.

2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.

3. Provide policy advice to ILO's constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities.

4. Formulate and submit project proposals and seek funding.

5. Evaluate the efficiency and effectiveness of the project activities.

6. Undertake technical advisory missions independently or in collaboration with other specialists.

7. Conduct seminars, workshops and technical meetings and training courses.

8. Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields.

9. Write manuals and/or training guides on related topics.

10. Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors' meetings, international, regional and national fora and advocacy campaigns.

11. Monitor and coordinate research carried out by junior technical officers and external collaborators.

12. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).

13. Participate in tripartite reviews on technical cooperation activities and international meetings and conferences.

Required Qualifications
Education
Phd, in Economics with specialization in macroeconomics, fiscal policy and taxation.
Experience
Eight years' experience in developing, managing and utilizing complex information systems and working within a team-based environment at the national level or five years at the international level. Experience in economic model building and quantitative analysis. An appropriate and extensive publication record in refereed economic journals. Experience of Matlab and good knowledge of other numerical and statistical packages such as Gauss or Stata would be considered a plus.
Languages
Excellent command of one working language of the ILO and a good knowledge of another (English, French, Spanish). The ability to draft and communicate well in English is required.

Ability to: synthesize research and reach empirically based conclusions on related subjects; provide seasoned advice on best practices, to address broader issues outside the field of specialization; formulate new concepts and methodologies; develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings; design and synthesize strategies for programme development in member States; produce reports (e.g. reports for regional conferences and ILC, technical publications, training manuals and draft resolutions) and evaluate and monitor technical cooperation activities and projects. Proficiency in the use of spreadsheet and word-processing software.

Behavioural competencies
The ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
