Responsibilities
PRIMARY PURPOSE
Develops Regional Mobility Pricing Strategy that establishes a consistent and comprehensive approach to mobility pricing across the transportation system and provides specific direction on implementing a coordinated tolling/ road usage model for the region within the next five to eight years. Manages a multi-agency stakeholder project team that may include seconded staff from other agencies and ensures that project budgets, deliverables and timelines are adhered to.

KEY ACCOUNTABILITIES
Develops a multi-year project including an intensive field study to formulate a Regional Mobility Pricing Strategy that provides a clear policy direction to roll-out an integrated, consistent and comprehensive approach to mobility pricing across the transportation system, including both transit and roads.

Manages a multi-agency stakeholder project team that may include seconded staff from other agencies; ensures that project deliverables and timelines are adhered to; project budget and resources are up-to-date and adequately allocated at all times. Reviews and provides appropriate closure to complex issues with enterprise-wide scope and highest risk and political sensitivity.

Develops project specific standards and procedures, ensuring alignment to the broader divisional framework. Implements targets and measures for the project, progress plans and makes modifications where necessary. Ensures appropriate structure, evaluation, engagement and decision-making for diverse tasks and initiatives. Manages relationships with contractors and consultants, providing work direction and overseeing contract compliance.

Contributes as a member of the department's management team, identifying and taking action on project related risks and opportunities, alerting manager to critical issues. Develops, oversees and coordinates multiple technical work streams including development of project reports, highlighting critical issues for the steering committee and senior leaders and advising steering committee and senior leaders on critical risk management issues.

Collaborates with leaders across the enterprise, with a view to continuously developing the mobility pricing strategy and multi- year project successfully integrating with other areas of the enterprise, troubleshooting and resolving problems as required. Develops & implements remedial strategies to address major risks to the project.

Establishes and manages relationships with external stakeholders, industry peers, and government officials, acting as a senior advisor or committee chair, sharing information and assessing trends; oversees communications and engagement, including managing complex issues in public forums.

Manages reporting staff, including selection, development, performance management and other people practices.

KEY ACCOUNTABILITIES
-Establishes key requirements, measures and protocols to report contractor performance to the TransLink executive and other provincial stakeholders as appropriate. Provides senior level advice in defining operations and maintenance requirements with regards to future system functionality, commercial development and Compass commercialization.

-Develops and implements mechanisms to ensure contractors are meeting the terms and conditions of their agreements. Mechanisms include but are not limited to: project reporting, correspondence, document control, schedule, change management, risk management, service commencement, audit process and follow up, incident management, annual operations and maintenance, safety and security, payment process and management and operating licenses.

- Develops strategy and leads negotiation of complex, high risk, major revenue transactions and subsequent management and completion of contracts. Reviews performance and identifies risks associated with existing revenue streams, develops, recommends and implements corrective strategies to mitigate risk.

- Advises TransLink enterprise senior management and executive on strategies to resolve sensitive issues as required. Reviews and approves compensation, relief event and claims by the contractor.

- Accountable and responsible for budget, schedule and deliverables of the contracted operation and maintenance of the Compass Card and Fare Gate system (CCFG) and related product associated contracts for the collection of all Enterprise fare revenue.

- Develops area specific goals, objectives, plans and budgets (operation and capital) in support of CCFG Contract Services and related product associated contracts.

- Alerts all key stakeholders to any deficiencies, contractual implications, recommends and takes corrective action, as appropriate, and monitors resolutions.

- Oversees all aspects of service requests for special events that require additional resources to ensure a coordinated effort and seamless execution.

Qualifications
Education and Experience:

The requirement for this position are acquired through completion of Master's degree in planning, public policy, economics or a related discipline, plus 7 years of progressive experience including working in complex public policy environments, with multiple disciplines and coordinating partners across multiple agencies. Must have expertise in transportation economics and pricing, policy analysis and research.

Other Requirements - Expert knowledge of the principles, theories, concepts and practices of transportation planning including public policy, urban planning, communications and engagement

Advanced knowledge of plans, products, roles and responsibilities of government agencies and associations

Advanced oral and written communication skills with the ability to liaise with stakeholders on sensitive and complex public policy matters

Advanced analytical, problem solving skills with working knowledge of project management

Strong interpersonal and relationship management skills, including negotiation skills as they pertain to contracts, multi-party agreements, and conflict resolution

Solid decision-making, people management and leadership skills

Work Schedule - 37.5 hours per week
