Policy Manager / Policy Analyst
London or Glasgow
£31,500 - £38,600 (London) - £29,200 - £35,795 (Glasgow)

Ofgem is committed to making a positive difference for energy consumers through effective regulation of the market and close working with suppliers to ensure sustainable energy for consumers and businesses in the UK.

An exciting opportunity has arisen to join the Gas Transmission Policy Team, part of the Smarter Grids and Governance division. As a member of the team you will contribute to the development of Ofgem's regulatory policy in relation to Great Britain's gas transmission network – the National Transmission System.

Your insight and analysis will form an important part of key policy documents, so there is considerable scope to influence this area of the UK energy marketplace. You can expect to work on a varied portfolio of policy issues that are likely to include: network capacity access & allocation mechanisms; network access charging; enforcement; price controls; and performance incentives. As well as producing well-researched recommendations you will also represent Ofgem in a range of external settings to present and explain key policy decisions. You will be involved in the analysis of proposed changes to industry codes – for example, network access charging arrangements - and arriving at recommendations that reflect potential implications for consumers, sustainability, and security of supply. The scope of the role also includes cross-cutting aspects, particularly in relation to the emerging EU legislation on harmonisation of gas transmission arrangement to enable a better functioning EU energy market.

It's important that you can demonstrate strong analytical skills and practical experience of undertaking evidence-based policy development work. You should have excellent communication skills, whether that's in writing or in person, and these should be backed up by the ability to make full use of IT to produce compelling reports and presentations. Sound project management skills and the ability to prioritise your workload and meet deadliness will be key. You should be an individual who is keen to think creatively and adopt innovative approaches. Particular knowledge or experience of the energy industry or in regulatory economics would be an advantage but isn't considered to be essential.

Ofgem can offer you a comprehensive and competitive benefits package, which includes:
Up to 30 days' annual leave
Excellent training and development opportunities
The opportunity to join the Civil Service pension arrangements, which include a valuable range of benefits
Flexible working hours and family friendly policies
Subsidised gym and restaurant (London only)
Interest free season ticket loan.
