Regulatory Economist

Position Purpose:
Responsible for developing eircom's position on economic regulatory matters from a competition and social perspective. This role will provide expert analysis supporting robust argumentation in dealings with the regulator on matters of policy development and market reviews to promote the most advantageous regulatory environment in which eircom can achieve its commercial objectives. The role requires expertise in regulatory economics and cross-functional project management to evaluate and develop opportunities created by the regulatory environment.

Principal Duties and Responsibilities:
 Assume a lead role in developing, maintaining, and promoting eircom regulatory policy in respect of market reviews and universal services.
 Work with Business Units to develop evidential knowledge base in respect of eircom's economic standing in each of the relevant markets.
 Undertake analysis and develop cogent argumentation as required.
 Manage development of responses to relevant consultations consistent with agreed regulatory strategy, and within response deadlines
 Provide expert regulatory advice to other areas of the company.
 Liaise closely with other teams within the Regulatory and Public Affairs Function and the Legal function.
 Support the business in cost effective delivery to our Universal Service Obligations

Principal Accountabilities
• Management of regulatory economics issues relating to:
• Market competition
• Universal service
• Support eircom delegations in negotiations with the ComReg on regulatory issues.
• Develop and sustain professional working relationships with both the internal BU's and the relevant external regulatory bodies

Knowledge and Experience
• Experience of economics essential (application of economics in communications regulation environment desirable)
• Proven delivery focus to demanding deadlines.
• Responsive, problem solver
• Excellent Communication Skills.
• Strong Interpersonal Skills (Team player).
• Knowledge of EU & National Regulation
• Experience of product development processes
• Effective management ability, project management skills
• Ability to work flexible hours
