The Institute of Development Studies (IDS) is seeking a Lead Researcher and a Policy and Engagement Consultant to work together on a new and exciting 3 year research and capacity building programme. The DIGITAX programme will focus on tax in relation to digital financial services and digital ID, and how to enable low-income countries to more efficiently and equitably raise tax revenue in this area. This programme is part of the International Centre for Tax and Development (ICTD): a growing global policy research network dedicated to improving the quality of tax policy and administration in developing countries.

The Lead Researcher will develop the research agenda, design and deliver the research programme, and become a leading authority on the topic, helping to deepen knowledge and understanding in this new field. The ideal candidate will be familiar with issues of digital financial services and financial inclusion, as well as taxation, and have experience of leading projects and conducting research in developing country contexts

The Policy and Engagement Consultant will work closely with the Lead Researcher and will be responsible for initiating and developing key high-level relationships and networks to ensure research influences policy and practice internationally. The ideal candidate will have collaborated previously with revenue authorities, multilateral organisations, financial service providers, and/or mobile network operators, and have evidence of established networks and relationships in the subject area.
