Senior Analyst - Econometric Modeling

Overview:
Altarum Institute is pleased to announce an opening for a Healthcare Revenue Cycle Management and Econometric Modeling Analyst within our Business Advisory Services (BAS) service area. The BAS service area has a focus on working with business and financial program managers within the federal health domain. The current portfolio of projects includes budget planning, financial modelling, performance measurement, quantitative analysis, Program Management Office support, revenue cycle management, policy implementation, compliance, training and communications. The successful candidate will serve as a key member of the modeling team supporting client projects and will be in charge of programming and statistical analysis,
data specifications, technical design, data management, and results reporting for several simultaneous research projects. This person will utilize a variety of technical tools and software to maintain and develop statistical and econometric models, monitoring metrics, and manipulate, transform and analyze data. The candidate will work with a cross-functional team of statisticians, operations research analysts, economists, and consultants to implement statistical and econometric modeling methodologies to forecast and monitor revenue collection performance

Responsibilities:
Responsible for maintaining and enhancing SAS models to forecast revenue collection performance.
Responsible for maintaining a time series forecast to develop monthly collections forecasts.
Responsible for data management and analysis tasks on multiple projects for internal and external customers.
Develop, design, clean, manage, transform and analyze data.
Participate in systems development projects (such as the corporate data warehouse) through systems and data analysis, application development, system testing and debugging, as needed.
Develop and perform data quality control activities.
Provide statistical expertise using traditional and up-to-date methodologies. Conduct literature reviews to research methods, adapt and utilize methods for specific projects.
Utilize knowledge of analytic and statistical concepts, techniques, and methods in daily work.
Manage databases for multiple projects, create and manage data documentation procedures and data dictionaries.
Supports all aspects of the project, including work plan development, project design, developing software programs, data problem identification and resolution and results reporting.
Independently document project tasks and specifications. Responsible for managing project work according to work plan, and for successful completion of project goals within project timeline using effective time-management skills. Identify and recommend alternative data/methods to meet project needs in most efficient way.
Attend and actively participate in staff, data/operations, and meetings for multiple projects.
Use good judgment and practice in working with highly confidential information. Follow all applicable privacy and confidentiality procedures in daily work.
Depending on the nature of the project, may work with a project team that includes many levels of staff, or may work independently.

Qualifications:
Bachelor's degree in Operations Research, Management Science, Industrial Engineering, Economics, Statistics, or a related technical discipline with at least 10 years of relevant experience; or
Master's degree in Operations Research, Industrial Engineering, Economics, Statistics, MBA (Management Science), or related technical discipline with at least 8 years of relevant experience; or
PhD in Operations Research, Industrial Engineering, Economics, Statistics, or a related technical discipline with at least 3 years of relevant experience.
Proficient in SAS; SAS certification preferred.
Proficient in linear, logistic, and non-linear regression modeling.
Experience as technical lead on relevant projects.
Proficient MS Office (Word, Excel, Access, PowerPoint), and the ability to work with relational data bases and complex spreadsheets.
Ability to train, teach and mentor junior staff.
Ability to succeed in a dynamic environment and produce deliverables in tight timeframes and constant pressure.
Working knowledge of the health system revenue cycle to include the access management, medical management and patient financial services functional domains.
Excellent oral, written and interpersonal skills.
Must be comfortable making frequent presentations to senior managers and senior client stakeholders.
Ability to leverage functional knowledge to provide strategic direction to clients and direct project activities.
Ability to identify and qualify new business opportunities and expand existing business opportunities.
Experience developing successful business and technical proposals based upon requirements outlined in the Statement of Work.
Willingness to travel in support of project and business development initiatives. Current travel requirements are minimal but subject to change along with the client project portfolio.
Security clearance required; must be a US citizen.
Preference will be given to candidates with experience with Veterans Administration (VA) and the Veterans Health Administration (VHA).
