The Environment and Natural Resources Division helps federal and state agencies address complex policy, management, and regulatory challenges. Our services include economic analysis, cost-benefit analysis, risk assessments, environmental modeling, regulatory and voluntary program support, and IT solutions. Our clients include the Environmental Protection Agency, Army Corps of Engineers, National Oceanic and Atmospheric Administration, and the Department of Energy.
Opportunity
Abt Associates seeks a Senior Associate / Economist to support their Environment and Natural Resources unit. Working closely within a multi-disciplinary project team of economists, engineers, and environmental scientists, the Senior Economist will perform economic and policy analyses on a range of topics related to environmental and natural resource economics, Natural Resource Damage Assessment and Restoration (NRDAR), environmental regulations, and policy analysis.
The preferred candidate will have a minimum of a Master's Degree or Ph.D. in economics, resource/environmental economics, or a related discipline with an outstanding academic record; post-graduate experience conducting quantitative research and analysis in environmental and natural resource economics; demonstrated success in an environmental consulting environment, including project execution, project management, client relationships, and business development; demonstrated success working in team settings with other professionals; and experience working with Natural Resource Trustees on NRDAR assignments..
Key Roles and Responsibilities
Direct and manage complex large projects with responsibility for budget management, project deliverables, client relations, and staff supervision. Set priorities to ensure the completion of projects in an accurate, timely and cost efficient manner.
Assume significant business development responsibility for identifying new markets and sales opportunities while maintaining current clients; direct sales and proposal efforts in accordance with the Division's business development plan.
Direct and establish policies and protocols to carry out research and provide technical guidance to less senior staff through application of advanced techniques, concepts, and methods related to a particular field of specialization. Serve as the primary reviewer of the analytical and technical writing of less senior staff.
Maintain an industry presence as a subject-matter resource by publishing regularly in peer reviewed journals and/or by presenting at annual conferences and meetings.
Collaborate with peers to identify new research approaches and potential markets for those services.
Identify and recruit senior staff and actively participate in the mentoring of Associates and less senior staff.
Take lead responsibility for directing and employing more junior staff members.
Assume a lead role in the development of new business and staff necessary to support growth of NRDAR economics business area.
Direct and manage the planning, design and implementation of project protocols and procedures.
Serve as client contact and translate client needs and/or objectives into specific deliverables in a timely and cost efficient manner.
Ensure that all research projects are conducted with sound methods and techniques.
Work with other staff economists to develop business and implement environmental and natural resource economics research.
Manage, develop, and mentor junior staff.
Skills/Prerequisites
Relevant technical expertise in the field of environmental and natural resource economics, including economic valuation of natural resources
Excellent oral communication, writing, and analytical skills
Demonstrated capability in managing project tasks and budgets. Technical expertise and supervisory/staff development skills strongly preferred
Post-graduate research experience in environmental and natural resource economics, including applied NRDAR experience
Knowledge of relevant environmental sciences and legal/statutory contexts for natural resource valuation projects
Ability to work in a multi-disciplinary team setting
Minimum Qualifications
MA/MS and 13-15 years' experience OR PhD and 8-10 years' experience.
