Government Performance:
Government Performance (GP), an internal operating division of The Pew Charitable Trusts (PCT), identifies and advances effective policy approaches to critical issues. It researches emerging topics, develops data-driven reports, and highlights innovative approaches to complex problems. When the facts are clear, GP advocates for nonpartisan, pragmatic solutions.

GP operates major state and local level initiatives in public pensions, children’s dental health, intensive home visiting/parent mentoring for at-risk families, sentencing and corrections, cost-benefit analysis, state budgeting and tax expenditures, and election reform, among others. GP makes use of the basic tools required to help states and localities explore and advance effective policies, regardless of the issue: credible, timely, and user-friendly research; assessments of public support for change; strategic outreach and dissemination to ensure that good information is widely communicated to decision-makers, media, influential stakeholders, and the public; the capacity to bring together diverse perspectives and find common ground; and the ability to identify and apply approaches that have proven successful elsewhere.

Fiscal Federalism Portfolio:
Pew's Fiscal Federalism Initiatives provide a comprehensive look at the federal-state fiscal relationship and the impact of federal spending, tax policy, and regulatory decisions on the states. The initiatives provide data and analysis to help policymakers understand shared challenges and promising approaches. New opportunities for ongoing discussions among federal and state decision makers will enrich fiscal policy debates about solutions for long-term fiscal stability at all levels of government.

Immigration and the States:
The Immigration and the States project will produce timely, rigorous, and nonpartisan research that explains the fiscal and economic impact that federal and state immigration policy decisions have on state budgets and their economics. It has two primary objectives: 1) to paint a clearer picture of what the federal-state immigration relationship looks like today; and 2) to provide information about the fiscal and economic costs and benefits of existing and new policies at both the federal and state levels.

Position Overview:
The Senior Associate will work with a team and other individuals throughout Pew to conduct identify research opportunities, research, author and co-author research papers and issue briefs, critically review project materials, oversee contracts, help implement the project’s communications and outreach strategy, and present research findings in appropriate venues. The Senior Associate will work collaboratively with colleagues on projects and on explorations of new research opportunities.

The Senior Associate will be based in Pew’s Washington, DC office and will report to the Manager. It is expected that this position is for a term period through June 30, 2016, with the possibility of an extension pending the success of the program, funding sources and board decisions on continued support.


* Working collaboratively across a team of researchers and policy analysts, develop and implement nonpartisan research on: 1) the interaction between federal and state immigration laws and policies; 2) the fiscal and economic impacts of federal and state laws on the states. Contribute constructively at every stage of the project, including:
- Identifying research opportunities;
- Conducting qualitative and quantitative research, including empirical analysis, compilation, and analysis of data sets, literature reviews, and interviews. Identifying data sources and, where existing data are not available, developing and implementing alternative data-collection plans. Identifying limitations and opportunities presented by data. Ensuring data quality and rigor and appropriateness of all analyses.
- Authoring/co-authoring research reports, briefs, infographics, etc. When appropriate using specialized knowledge and skills. Accurately analyzing and communicating results through reports, issue briefs, and other research produces that are highly relevant and easily understood by the public, media, and policy makers.
- Serving as a primary liaison to manage the work of external researchers on contract with Pew, critically reviewing and fact-checking materials produced by contractors and other staff.
- Reviewing and providing analysis on immigration-related legislative proposals in Congress that may impact states. Tracking and reviewing immigration-related proposals and laws passed in state legislatures. In particular, provide analysis of state-based immigration laws.
* Enhance Pew’s internal expertise:
- Develop methods for monitoring and collecting relevant research and datasets on immigration, fiscal, and economic topics; identify key emerging trends.
- Attend and report on conferences, trainings, and other meetings.
* Work with the Director and Project Manager to support and execute the project's communications and outreach strategy. Take the lead on organizing project-focused convenings and present findings to internal and external audiences. Collaborate with the communications and government relations teams to prepare materials and presentations for outreach to the media and policymakers and ensure that materials are timely, accurate and relevant.
* Collaborate with Pew colleagues that are state fiscal experts and/or immigration experts and work with management on development of new research proposals.
* Other duties as assigned.


Requirements:
* Bachelor's degree required; Master's degree in a relevant field preferred.
* A minimum of five years professional experience focused on public policy or immigration policy. Experience with state budgets, fiscal issues, and immigration policy preferred.
* Demonstrated skill in performing nonpartisan research and analysis of public policy issues and legislation, including an ability to synthesize and summarize large amounts of information while focusing on the essence of an issue. Immigration research experience preferred.
* Qualitative and quantitative research skills and experience with datasets frequently used for immigration policy research required (e.g. Census data, DHS data). Proficiency in Microsoft Excel and/or Microsoft Access required. Familiarity with at least one analysis software package (e.g. SPSS, Stata, SAS, ArcGIS) preferred.
* Excellent written and oral communications skills, including an ability to synthesize issues effectively and clearly. Ability to write quickly and succinctly as well as to revise and edit based on input from a range of reviewers. Ability to present one’s own work and manage discussions to advance the work of the team for internal and external audiences.
* Strong interpersonal skills. Able to develop and manage productive and collaborative relationships both internally and externally.
* Proven ability to think strategically and creatively, juggle multiple priorities, adjust to changing circumstances, organize time efficiently, and remain attentive to details.
* Ability to fit into a creative and highly professional corporate culture which emphasizes excellence, collegiality and teamwork.
* Ability to meet individual goals and work in a team to meet goals in a professional and timely manner.


Travel
Occasional travel in the United States to relevant national conferences and for research expected.
