Ricardo-AEA's Sustainable Transport Practice has the objective to provide high quality policy and strategy advice to Government and private sector organisations all over the world. Our work is high profile and covers a wide range of topics for all modes of transport.

Position

We are seeking an experienced senior consultant to help grow and deliver our work in the field of transport policy. The role will have a particular focus on providing policy support and analysis to the European Commission, but the successful candidate will support other clients as well. Candidates must have existing consultancy experience and an excellent track record in winning and delivering projects for public sector clients. Whilst a previous track record in carrying out transport-related consultancy projects is not essential, a very strong interest in transport policy is required. The successful candidate must have an aptitude for solving complex problems, and actively enjoy working on a wide range of topics that may initially be unfamiliar to them. The role will be based in our London or Oxfordshire offices.

Specific requirements of the role are to undertake a range of activities depending on business needs, including:

• Lead and provide written content and technical analysis for the preparation of bids and reports in the field of transport policy,
• Manage and deliver technically complex consultancy projects in the field of transport-related EU policy issues, focusing particularly on policy impact assessments and policy evaluations;
• Work effectively as a team member on a range of projects;
• Work closely with the Practice Director and other senior members of the Sustainable Transport Practice to carry out business development activities in the field of transport-related policy, including liaising with customers and potential customers;
• Maintain a detailed and up to date knowledge of transport-related policies, especially with regard to policy measures that have significant impacts on environmental, social and economic indicators;
• Provide support and guidance to less experienced members of staff.

Person specification

Successful candidates must have the following skills and characteristics:

• A Bachelors (2.1 or above), Masters or PhD in economics, a physical science, mathematics or an engineering subject;
• Consultancy experience and a strong interest in a wide range of transport policy issues;
• Sound project management skills and experience;
• Business development skills and experience;
• Excellent numerical analysis skills and an aptitude for solving complex problems;
• Effective oral presentation and excellent report writing skills (in English);
• Strong computer literacy – especially in MS Excel and Word;
• Effective and proactive team working skills, and be capable of supporting and developing peers and more junior staff members.

Desirable characteristics include:

• Experience in carrying out impact assessments and/or evaluations for the European Commission;
• Experience in transport policy consultancy;
• Experience in preparing tender submissions for European Commission service contracts;
• Transport modelling skills and knowledge;
• Expertise in transport economics.
