The Federal Reserve Bank of Philadelphia is one of the 12 regional Reserve Banks that, together with the Board of Governors in Washington, D.C., make up the Federal Reserve System. Job Summary:

Briefs and counsels senior management and the Board of Directors (BOD) on topics concerning monetary policy, bank and financial regulation, financial markets, or the behavior of the national or regional economy in general. Directs and advises staff economists on highly specialized research projects in fields of monetary policy, financial intermediation, banking, or urban/regional economics, which may be used for briefing senior management, for System projects, or for publication in professional journals. Contributes to the Bank's standing in the economic profession by conducting independent economic research and publishing research in top tier professional journals and the department's Working Papers series. May serve on editorial boards of professional journals or organize conferences or sessions of conferences. Develops and maintains a professional reputation for high quality and innovative research; provides considerable expertise to department and System staff, as well as to others in the economics profession, through seminars and conference papers. Contributes toward the Bank's public education objective by writing for the Business Review, giving speeches to outside audiences, by preparing speeches or presentations for senior management, and by identifying and contributing to System research projects. Independently anticipates economic issues of concern to the Bank and the System. Assists research officers in planning and coordinating work on economic issues. Oversees special projects/briefings involving other economists or research assistants.

Principal Duties and Responsibilities:

Conducts independent original research on topics concerning monetary policy, banking, financial services, financial markets, or the national, regional or the international economy using advanced economic theory and/or statistical and econometric analysis of data. Prepares papers using PC-based word processing software for publication in the Working Paper series and top tier professional journals. Presents research at professional conferences.

Provides guidance and expertise to staff economists, advises them on their research projects and assists with specialized presentations for briefings to the president on policy matters related to Federal Open Market Committee (FOMC), banking, or regional activities; assists research officers with directing briefing preparations.

Actively participates in the economics profession, e.g. may work on editorial boards of top tier journals, or organize conferences or sessions to conferences, attracting high caliber speakers. Shares expertise with other institutions by presenting research at seminars and conferences on request.

Prepares and delivers regularly scheduled and special policy briefings for the president and other senior officers; briefs the Board of Directors (BOD) on monetary and financial issues or on regional economic conditions as required. Working with research officers or the Bank's senior management, writes reports on policy issues of interest to the Bank and System.

Provides technical assistance to senior officers for briefings to the BOD and for speeches on economic issues.

Identifies special research topics and plans and coordinates associated work for the section head; formulates research plans and monitors progress of project team; assists research officers in preparation of project report.

Assists with the public education function by addressing community groups on general economic topics, by preparing speech material for senior management, and by responding to public requests (via mail, email, telephone, fax, or in-person) for information on economic, financial, regulatory or other subjects.

Prepares articles for publication in the Business Review.

Identifies external task forces or working groups to which the department can contribute.

Initiates, plans, coordinates, and oversees assignments for research assistants.

Works individually or with a group to identify, communicate, and implement changes and initiatives with the goal of improving the quality of the operation or product.

Fulfills job duties and responsibilities in conformance with sound safety practices.

Performs other related duties as assigned.

Education and Experience:

A Ph.D. in economics, finance, or a related field along with a minimum of 10 years of related job experience. Recognized by the economics profession as having expertise in field of study as evidenced through publication in or service on editorial boards of top tier journals. Familiarity with relevant economic institutions and available data sources -typically acquired by gaining on-the-job experience within the Research Department or by acquiring related work experience in other research or academic positions.


Knowledge and Skills:

Must have demonstrated competence in knowledge and application of advanced theoretical and quantitative techniques in economics or finance; is recognized in the profession for having substantial expertise and is able to provide in-depth analysis of complex economic issues using advanced theoretical and quantitative techniques.

Must have strong analytical abilities, and excellent oral and written communications skills; must display an ability to provide in-depth analysis of complex issues with considerable depth and polish; and must display initiative and a capacity to take on significant responsibility in achieving the department's objectives.

Exceptional leadership, problem solving, and project management skills.
