The position is located in the United Nations Conference on Trade and Development (UNCTAD), Trade, Environment, Climate Change and Sustainable Development Branch, Division on International Trade in Goods and Services, and Commodities. The Senior Economic Affairs Officer reports to the Head of Branch.

Responsibilities

Under the guidance of the Head of the Branch and within delegated authority, the Senior Economic Affairs Officer will supervise, participate in and carry out analyses, support intergovernmental consensus building, and implement technical assistance in respect of the Branch's work on trade, environment, climate change and sustainable development.

Economic or sectoral analysis
• Formulates, organizes and undertakes economic analysis, studies and publications for issuance by the United Nations, including by commissioning them externally, on new or emerging issues relating to trade, environment and sustainable development of interest to the international community, and in particular to developing countries.
• Leads and participates in preparing policy-oriented reports identifying possible economic policies, strategies and actions that maximize the positive interface between trade, environment and sustainable development for consideration by the intergovernmental bodies of UNCTAD and the international community generally.
• Conceives, plans and manages expert group meetings, seminars and similar consultations that contribute to enhancing awareness of policy makers and advancing best practices in fostering sustainable development.
• Prepares speeches and talking points for senior staff and makes presentations on trade, environment and sustainable development issues for specialist or non-specialist audiences.

Intergovernmental support
• Provides direct substantive support on trade, environment and sustainable development issues to intergovernmental bodies by offering strategic advice, giving technical guidance and assisting in developing a consensus.
• Leads and participates in the preparation and servicing of meetings of intergovernmental bodies.
• Represents the organizational unit at international, regional and national meetings on development issues.

Technical cooperation
• Develops and maintains relations with senior officials of member governments, other international agencies and civil society, academia and ensures a response to requests for advice and/or assistance on economic, trade and sustainable development issues and policies.
• Negotiates with donor and recipient governments on technical assistance projects; implements and manages such projects.
• Leads and participates in technical cooperation and advisory missions on economic, trade, environment and development issues.

Programme support
• Contributes to the formulation of the medium-term plan, the programme of work and the budget of the Branch and participates in the formulation of the organization's overall programme of work.
• Coordinates and prepares the programme budget contribution of the Branch and acts as the Branch's focal point for IMDIS.
• Performs other related duties as required.

Comprehensive knowledge of UN policies, procedures, including those relating to substantive and programme budget matters.

Education

Advanced university degree (Master's degree or equivalent) in economics. A first-level university degree in economics in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively relevant post-graduate experience in conducting economic research and analysis on issues related to trade, environment and sustainable development as evidenced by publications; experience in policy formulation in the area of economic and sustainable development; proven experience in managing and implementing trade and environment-related capacity building activities, as well as mobilizing donor assistance is an advantage; and proven track record in conceiving and organizing meetings on trade, environment and sustainable development issues is desired.

Languages

Fluency in English, both oral and written is required; knowledge of French or Spanish is desirable.
