This position is located in the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UN-OHRLLS). Subprogramme 1 of the Office is mandated to mobilize and coordinate international support and resources for the effective implementation of the Istanbul Programme of Action, enhance its monitoring and follow-up and raise awareness and advocate with respect to the special needs of least developed countries. Responsibilities

Within delegated authority, the Senior Economic Affairs Officer will be responsible for the following duties:

Economic analysis
• Leads in the formulation, organization and management of mandated reports based on economic analysis including the formulation of possible economic strategies, policies and actions with respect to the priority areas of the Istanbul Programme of Action (IPoA).
• Provides substantive Secretariat services to the General Assembly, ECOSOC when considering the follow-up of the IPoA and other items related to Least Developed Countries (LDCs) including providing technical advice and support to negotiations of outcomes, and preparation of analytical summaries of inter-governmental debates.
• Commissions economic studies and analyses that cannot be undertaken internally.
• Conceives, plans and manages various meetings including expert group meetings, seminars and similar consultations that contribute to the finalization of the work unit's outputs.
• Monitors new or emerging development issues of concern to the United Nations intergovernmental processes.
• Prepares speeches for senior staff and makes presentations on economic issues for specialist or non-specialist audiences.

Intergovernmental and interagency coordination
• Provides necessary support to LDCs to ensure that the special concerns and priorities of LDCs are integrated appropriately in all relevant inter-governmental processes.
• Prepares high quality and relevant substantive support and technical inputs to the negotiations of LDC related resolutions and agreements.
• Organizes periodic briefings to the delegations at the HQs and other locations on issues pertinent to the IPoA implementation as well as other emerging issues.
• Represents the organizational unit at international, regional and national meetings on development issues.
• Coordinates the preparation of inter-agency consultative group meetings on LDC and maintains close liaison with the Chief Executive Board (CEB) Secretariat to appropriately integrate the IACG mechanism for LDCs within the High Level Committee on Programmes (HLCP) framework.
• Prepares necessary contribution for the CEB's work on the implementation of the IPoA in order to ensure necessary coordination and monitoring of the implementation of the programmes of action on a system wide basis.

Programme support
• Contributes to the formulation of the medium-term plan, the programme of work and the budget of the unit and participates in the formulation of the organization's overall programme of work and other similar endeavours.
• Performs other related duties as required.

Education

Advanced university degree (Master's degree or equivalent) in economics, development studies, international relations or in a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in the areas of economic analysis, economic and social development, programme management and international relations, of which at least 5 should be at multilateral/international levels is required. Experience with intergovernmental processes as well as experience in inter-agency affairs is desirable. Experience in working with international organisations and inter-agency consultative group, on the implementation of the IPoA is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required; knowledge of a second official UN language is desirable.
