Senior Economic Modeller

As an extension of national governments’ analytical capacity, the OECD Environment Directorate (ENV) provides countries with the analytical basis to develop environmental policies that are effective and economically efficient. This is done through country performance reviews, data and indicators, policy analysis and options, projections and modelling, and the development of common approaches and best practices.

ENV currently employs about 120 staff members (economists, statisticians, scientists, administrative staff, consultants and trainees) working across a broad range of issues such as: climate change; biodiversity; water; eco-innovation; resource productivity and waste; environmental policy tools and evaluation; safety of chemicals, biotechnology and nanomaterials; and linkages between environment and tax, agriculture, transport, development assistance, trade and investment policies. We are looking for a Senior Economic Modeller to lead the quantitative modelling work examining the interface between environmental pressures and economic activity, to support the development of policy-relevant analysis. This person will work under the guidance of the Head of the Climate Change, Biodiversity and Development Division within ENV, leading a small team of 2-3 modellers and statisticians. The work of the modelling team supports analysis of specific policy issues within the Division, provides the modelling-based analysis under-pinning the OECD Environmental Outlook reports, and also provides modelling-based input to relevant horizontal projects in OECD or work in other OECD Directorates

 

Job Duties

 

  • Responsibility for the modelling work
    • Oversee further development of a global computable general equilibrium (CGE) model and related quantitative frameworks, to look at the links between economic activities and changes in environmental outcomes and variables, at various levels of aggregation. Ensure that databases are maintained and extended over time to support and future develop this framework, and carry out appropriate model calibrations.
    • Using this modelling framework, undertake quantitative analysis of important policy issues relevant to the work of the Directorate and the OECD, including periodic OECD Environmental Outlooks, as well as work on climate change, globalisation, and sectoral economic reforms (e.g. transport, agriculture).
    • Conceive and develop innovative proposals for analysis, and motivate interest in them amongst OECD country delegations. Draft and present policy relevant reports based on the resulting analyses.
