Senior Economist - Gender and Evaluation

PRIMARY ROLE:
The Senior Economist, Gender and Evaluation, will provide technical leadership and oversight to projects within ICRW's Gender, Economic Empowerment and Livelihoods portfolio. These projects will include critical issues research, program monitoring and impact evaluation, technical assistance, capacity building and policy advocacy across a range of economic and gender issues. The ideal candidate will have substantial experience working in the Global South and expertise using advanced quantitative research methods. In addition to leading projects, s/he will participate in and lead business development opportunities and contribute actively to the future directions of the Gender, Economic Empowerment and Livelihoods Portfolio. The position is based at ICRW's main office in Washington, DC, with travel of 25-30% per year.

EDUCATION and EXPERIENCE:
Ph.D. in economics or related field with a minimum of eight (8) years post-doctoral experience; or Masters degree with a minimum of ten (10) years post-masters experience.

Demonstrated research record on gender and economic development in low and middle income countries, with specialization in one or more of the following thematic areas:
gender, poverty and equity
labor market opportunities and advancement for women in the workplace
gender, agriculture, food security and nutrition
women and entrepreneurship, SME development
social protection
gender and technology
Experience designing and implementing program and/or policy impact evaluations
Experience working in multi-disciplinary teams and conducting mixed methods research
A demonstrated track record of producing high quality research reports and peer-reviewed publications
Strong experience building, training and managing research teams in the field and remotely
Experience providing training and capacity building for gender integration in development programs

SKILLS:
Excellent quantitative data analysis skills, including econometrics and analyzing large data sets
Proficiency in one or more of the following analytical software packages: SPSS, STATA, SAS
Expertise in writing research grant proposals and obtaining donor funding
Demonstrated successful project management skills, along with maturity and the ability to supervise and mentor other staff and consultants
Ability to translate research and evidence into accessible formats for non-research audiences
Excellent communication skills in written and spoken English; ability to coordinate and communicate diplomatically with a range of external partners and internal colleagues
Fluency in English required, proficiency in French highly desired

PRINCIPAL RESPONSIBILITIES AND TASKS:
Design research studies, analytical frameworks and M&E systems for a range of publicly and privately funded projects on women's economic empowerment
Direct research projects and provide technical oversight and supervision to ICRW staff engaged on those projects
Oversee the analysis of quantitative data and help design and conduct mixed methods research
Provide technical assistance, capacity-building and performance monitoring on economically empowering women to a range of clients, donors, and partners
Synthesize and write reports, papers and publications on research at the intersection of gender and economics
Provide thought-leadership in areas of thematic expertise and lead the development of proposals to support ICRW's new business efforts
Participate with ICRW's advocacy team to advance evidence-based improvements in development policy and strategy at the global level.
