Background
The PREM Gender and Development Group (PRMGE) wishes to recruit a senior economist with excellent technical and analytical skills.

Sector Context

The Poverty Reduction and Economic Management (PREM) Network plays a key role in organizing knowledge across the World Bank and bringing it to its staff and clients, as well as implementing the HR agenda for the professional development of their constituents. The network comprises 627 staff across the World Bank HQ (Washington DC) and in Country Offices. The PREM VPU comprises of the Office of the President and Head of the Network and five sectoral groups: Economic Policy and Debt, Governance and Public Sector Reform, Poverty Reduction and Equity, Trade and Gender and Development.

Within the PREM VPU, the Gender and Development Group (PRMGE) is the central point in the World Bank with responsibility for oversight of gender issues in its operations and promoting progress towards gender equality at country level. The World Bank has promoted gender equality in its work for some time as a core development objective and because "Gender equality is smart economics”: it is an effective vehicle to enhance productivity, improve prospects for future generations, and make institutions and societies more representative.

This is a very exciting and promising time to join PRMGE. Thanks to the strong commitment of senior management for this agenda and the success of the Gender Action Plan (GAP), considerable progress has been made over recent years. The World Development Report 2012: Gender Equality and Development (WDR 2012) allows both new insights and lessons on how to ramp up these efforts to the next level. The incumbent will have a crucial role to play in the next stage.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.


Duties
The selected senior poverty economist will play a leading role in providing analytical and technical leadership over PREMGE work program as follows:
Use knowledge and analytical skills as well as cross-country knowledge to link the macro, institutional, and micro-level behaviors in order to support findings/policy recommendations with credible analysis and tools.
Translate technical and cross-country knowledge into practical applications and contributions to global knowledge
Use integrative skills to support cross-sectoral work in operations.
Identify needed resources to accomplish results involving multiple stakeholders and finding solutions to obstacles affecting key deliverables
Act as a facilitator for the sector teams and country team units, as well as with clients, promoting integrated development solutions for PREMGE work program
Leadership in ensuring the team stays organized and focused, and actively seeks and considers diverse ideas and approaches.
Lead in the sharing of best practice, trends, knowledge and lessons learned across units and with clients and partners, articulating ideas verbally and in writing in a clear and compelling way across audiences of varied levels.
Work with other networks in coordinating the work on social inclusion and gender


Criteria
Master's degree in economics or related field and a minimum of 8 years' relevant experience or equivalent combination of years and experience
Strong micro economist with applied experience in household data analysis
• Excellent quantitative and analytical skills demonstrated through strong track record of task leadership of policy dialogue, major economic reports or other published work relating to poverty and inequality, labor markets and social inclusion
• Track record of innovation, leadership, and integrity in managing operational programs and analytical work, and working across boundaries
• Ability to juggle numerous competing demands and priorities, respond quickly to country and management requests, and set priorities for self and others
• Exceptional interpersonal/team skills and demonstrated ability to work across organizational boundaries.
• Excellent written and verbal communication skills in English.

Technical and Quantitative Skills as an Applied Development Microeconomist - Able to lead/participate in projects related to poverty and inequality reduction, poverty and welfare measurement, national development strategies, monitoring, information and evaluation systems, impact evaluation, and related areas.
Written and Verbal Communication - Demonstrates the ability to influence and persuade others to accept ideas and suggestions (such as counterparts in government, international partner organizations, academia, and Bank colleagues, senior staff and managers)
Team Leadership - Leads teams to achieve objectives, providing the needed direction and structure, and resolving problems of both a technical and interpersonal nature.
Client Orientation - Maintains client relationships in the face of conflicting demands or directions and provides evidence-based advice and solutions based on sound diagnosis and knowledge.
