The Development and Public Finance programme is looking for an exceptional candidate to further develop ODI's growing body of work on public finance and supporting effective tax policy making.

We would be particularly interested to hear from top quality economists with experience of applying their skills to inform the design of tax policies. Experienced tax lawyers or former civil servants who have worked on tax policy would also be welcome. The candidate would be responsible for further developing ODI's programme of research and public affairs work on public finance with a focus on taxation. Priority areas of research would likely include looking at the role tax policy can play in supporting prosperity, addressing inequities and combatting environmental degradation and climate change.

The successful candidate will also be required to work closely with our tax team providing direct support to partner governments around the world to make effective tax policy, as part of our ongoing collaboration with the Institute for Fiscal Studies on the Centre for Tax Analysis in Developing Countries (TAXDEV – more information on IFS and ODI websites).

About you

The ideal candidate would have both a track record in developing policy-relevant research on taxation as well as direct experience working in government or related institutions engaging on questions of tax policy.

Knowledge and Qualifications
• A strong post-graduate qualification in economics, or related field;
• Extensive and deep knowledge of tax systems, and especially tax policy and its role in supporting economic and social development;
• Fluency in English

Experience
• Experience in policy-oriented research related to taxation, demonstrated by a track record of publications and reports and/or
• Experience in providing advice on tax policy design and implementation through previous work in government, the private sector or research institutes

Skills/Abilities
• Strong analytical skills, a capacity to write clearly, and excellent organisational and oral communication skills
• A demonstrated capacity for policy advisory or public affairs work, based on an analytical approach, and an innovative and creative communications ability.
• Ability to translate research ideas into fundable projects
• Excellent communication abilities in relation to a wide variety of audiences
• Skills in negotiation, listening, communication of ideas, problem solving, decision making
