INTRODUCTION:
The Technical Advisor for Health Economics (Technical Advisor) will serve as an integral member of the RTU Division. S/he will provide technical assistance to the staff of RTU, the Office of Population and Reproductive Health, Regional Bureaus, and USAID Missions and will likely work with Ministries of Health, non-governmental Organizations, and international donors. The Technical Advisor will receive day to day guidance from the Chief of the RTU Division.
ROLES AND RESPONSIBILITIES:
The primary responsibilities of the Technical Advisor include:
• Provide technical support to the RTU Division's research projects. Technical support includes providing programmatic guidance in regular management meetings, reviewing subproject proposals, contributing to the design and methodology of proposed research, and monitoring and oversight of research activities
• Design and oversee economic and costing analyses needed for programmatic investment and prioritization. In this capacity the technical advisor will actively participate in the design and execution of research, analyses, and syntheses to address key questions to inform programmatic decision-making. Illustrative issues to be addressed may include, optimization of limited resources for family planning; measuring the effect of family planning on the well-being of women, men, their households, and broader society; application of sound economic principles and cost-effectiveness/cost-benefit analysis to inform program decision-making in specific countries and regions, and projections of resource needs for scale up of evidence-based practices
• Participate in reporting, documentation and materials review. This may include preparing documentation, presenting results of research or other analytic work, assisting with reports to Congress and financial reports and responding to requests for information. It will also involve reviewing training materials to ensure they incorporate up to date technical knowledge. The Technical Advisor will also be called upon to disseminate information regarding evidence-based and cost-effective practices at domestic and international scientific meetings
• Provide technical assistance to country programs through short-term trips to the field. These trips may involve designing, monitoring, or evaluating economic or costing analyses, other related research activities, conducting short-term studies, backstopping Mission health personnel, and attending RTU/PRH at international public health meetings
• Participate in strategic planning that contributes broadly to the work of the RTU Division, PRH Office and Global Health Bureau. Such activities may involve prioritizing potential new research topics and technical approaches, identifying implementation issues, identifying and exchanging best practices, disseminating lessons learned, and discussing technical and strategic aspects of improving FP/RH services and technologies
• Participate in one or more research-related Working Groups within the PRH Office and/or the Global Health Bureau
Other tasks or responsibilities may be assigned based on (a) organizational and programming need and/or the Advisor's own interests.
REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE:
• Master's Degree in Health Economics, Statistical Analysis, Public Policy, Public Health, or related field
• Minimum 5 years' relevant experience working in statistical or costing analysis, with at least 2 years' experience in an international or resource challenged setting
• Experience synthesizing and communicating evidence
• Good understanding of research and research methods
• Comfort in virtual networking—ability to use online forums to communication and disseminate evidence based practices and research results effectively
• Excellent communication skills including; writing and presentation; good computer skills including PowerPoint, Excel, and other software relevant to presentations
• Knowledge of family planning programs preferred
• Knowledge of USAID's population program, and knowledge of the work of other international donors and programs in this field
• Ability to travel internationally 30% time
• Ability to work under pressure, individually and as part of a team
• Foreign language fluency (French or Spanish) preferred
• US citizen or US Permanent Resident
