Summary

The Vice President, Economic Policy and Research leads ICBA's economic and financial policy research and analysis efforts to promote a robust and viable community banking industry and advance the policy objectives of the association; produces and communicates high-quality economic and financial analysis, data and research for the community banking industry; maintains direct knowledge of the ongoing research of the various financial regulatory agencies; and works closely with a broad range of public- and private-sector organizations on economic analysis and policy research issues of concern to the community banking sector. The VP will have a proven ability to gather and analyze the broad range of data needed to produce special research reports, original surveys and studies in a convincing, accurate, and timely fashion. He/she will also oversee and coordinate with outside entities contracted by ICBA to conduct research and analysis, and write reports and white papers.

Duties and Responsibilities

• Oversee or conduct specialized research to demonstrate the importance and value of the community banking sector to the availability of credit, local communities, and the broader economy
• Develop new and improved metrics to illustrate community banking's financial and economic activity and to highlight issues central to the community banking sector to impact policy makers
• Design and conduct original research and produce highly credible analysis and reporting using a broad range of statistical data and analytical techniques
• Monitor, analyze and report on economic and financial conditions impacting the financial services sector and the community banking industry
• Monitor and report on trends and financial policy developments in the community banking sector
• Ensure ICBA responds promptly and effectively to internal and external questions and requests for data and economic information related to community banking and the financial services sector
• Maintain continuous contact with the various financial regulatory agencies and their staffs, including the Federal Reserve, the FDIC, the OCC, the Treasury's Office of Financial Research (OFR), with the ability to leverage their research, data and statistics to assist the community banking industry
• Maintain working relationship with other financial trade associations, private-sector research entities, academia, and industry experts involved with financial research and statistics
• Produce timely research reports, facts, survey data and analysis to incorporate into legislative and regulatory advocacy efforts, speeches, testimonies, comment letters, infographics, blogs and a range of ICBA publications
• Work with government relations team and association members in formulating association policy positions
• Assist other members of the regulatory and legislative teams in providing the data, research, facts, and talking points on policy issues, including analysis of impact of legislative and regulatory policy proposal on community banks and the financial services industry
• Attend and report on research meetings/conferences and other outside events
• Serves as media/press resource and spokesperson on economic and financial policy issues
• Represent association on economic and research policy matters and speak before bankers and others at industry conferences and other gatherings


Qualifications

• Minimum Master's Degree in Economics; Ph.D. in Economics or related field preferred
• Solid knowledge of economic theory and the ability to apply it to community banking and the broader financial sector
• Minimum eight years related government regulatory agency, trade association or similar public or private-sector experience conducting original economic and statistical analysis related to the financial sector
• In-depth knowledge of economic data and its sources and knowledge of the available banking data services
• Strong knowledge of banking and bank regulations
• Excellent Excel, PowerPoint and survey/data software skills
• Strong survey, writing, analytical and oral communication skills
• Strong interpersonal skills
• Ability to interface well with banking regulatory agencies, government agencies and departments, Congress, and ICBA member bankers
• Ability to think creatively, independently, and strategically
• Ability to work cooperatively with others to produce effective results
• Ability to travel as needed
