ABOUT THIS POSITION

The City is offering a $7,500 hiring incentive to new hires for Project Manager which will be paid in accordance with A.R. 2.55.

The City of Phoenix Water Services Department is seeking to fill a Water Research Manager position in the Water Economics, Rates & Forecasting Group. The successful candidate will direct staff in the collection, organization, evaluation, and interpretation of quantitative research projects related to water use and wastewater generation and prepare written reports to describe the results of that analysis. While the primary focus of this position is on data management and quantitative analysis, this position will also contribute to interdepartmental studies involving infrastructure and water resource planning, rates and impact fees, customer use patterns, budgets/revenue planning, emergency drought management, and other special requests by management, other staff, and the general public.

The Water Research Manager position is ideal for individuals with strong quantitative and statistical skills, written communications, and experience in municipal finance, urban planning, water resources and/or economics, and familiarity with working with large datasets and geospatial programs (GIS) to address infrastructure and/or natural resource management issues. Work is performed under the general supervision of the Principal Economic Planner for the Water Services Department.

IDEAL CANDIDATE

• Proficient with Microsoft Office 365.
• Ability to use research methods, data and statistical analysis, and benchmarking to develop business decisions.
• Strong decision-making skills and effective at problem solving and negotiating resolutions.
• Excellent communication and writing skills.
• Proven ability in report writing or other similar document preparation that involves analysis and a summary of findings.
• Knowledge of:
o customer profiling
o financial modeling
o water demand modeling
o cost-benefit analysis
o water/wastewater infrastructure planning
o market segmentation analysis
o land-use planning
o water rates
o water resource project cost methodologies and impact fees


SALARY

$61,110.40 - $92,892.80 annually. Candidates may be hired up to $92,892.80 depending upon qualifications.

BENEFITS

MINIMUM QUALIFICATIONS

• Four years of responsible experience in urban development, redevelopment, business assistance, capital improvement, design and/or construction projects at a level which required supervision or participation in the planning and programming processes.
• Bachelor's degree in public or business administration, urban planning, architecture, engineering, construction management, economics, or a related field; Masters degree preferred.
• Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

• Experience leading projects or initiatives.
• Experience supervising staff and managing consultants.
• Strong project management skills and experience working with interdisciplinary teams.
• Experience writing business reports, contracts, scope of work, creating presentations, and delivering to management.
• Three years of experience performing water demand and wastewater generation analysis, resource economics, infrastructure planning, municipal financial modeling, market analysis, and/or econometric modeling.
• Experience with spatial mapping and/or statistical software programs such as ArcGIS, eCognition, SAS, JMP, or STATA for the purposes of quantitative analysis.
• Strong understanding of statistical and/or econometric modeling for the purposes of demand forecasting, cost-benefit analysis, scenario planning, or financial/Capital Improvement analysis.
• Experience working with large datasets and/or databases for the purposes of quantitative data analysis from a variety of sources including (but not limited to) economic, demographic, financial, weather, supply, or land use data.
• Experience in manipulating data for the purposes of quantitative analysis including the ability to sort, clean, and merge data using spreadsheets and databases for interpretation, analysis, and creative problem solving.
