Org. Setting and Reporting
The position is located in the Innovative Policies Development Section of the Economic Cooperation and Trade Division in the United Nations Economic Commission for Europe, Geneva. The Economics Affairs Officer reports to the Chief of Section, with guidance from the Division Director.

Responsibilities
Within delegated authority, the Economic Affairs Officer will be responsible for the following duties:

Economic or sector analysis:
•Monitors economic developments in innovation and competitiveness, and identifies recurrent and emerging issues of concern to the United Nations.
•Designs and conducts studies of selected issues in economic development and draft resulting reports. Designs, supervises and edits studies undertaken by external experts.
•Interprets and applies results of empirical studies to the analysis of innovation policies and performance.
•Develops draft policy recommendations pertaining to the section's area of work.
•Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others.
•Attends international, regional, and national meetings to hold discussions with representatives of other institutions.
•Organizes expert group meetings, seminars, etc. on development issues.
•Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support
•Provides substantive support on economic issues as well as acting as secretary to the Committee on Innovation, Competitiveness and Public-Private Partnerships and its Team of Specialists on Innovation and Competitiveness Policies.
•Represents the Innovative Policies Development Section at international, regional and national meetings on matters related to its programme of work.

Technical cooperation:
•Designs and monitors technical cooperation projects, including policy-advisory services and capacity-building activities, ensuring that such activities are demand driven.
•Supports the section's fund-raising for such activities.
•Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the section's technical cooperation activities.
•Prepares national analyses that provide a basis for advising national governments on innovation policy and sustainable development issues.
•Conducts training seminars and workshops for government officials and others.
•Formulates technical modalities for the evaluation of individual technical cooperation projects.

General
•Supports junior staff, reviewing their work and providing feedback.
•Participates in intra- and inter-Departmental undertakings of broader concern, including UNECE wide task forces and working groups, to represent the views or interests of the Innovative Policies Development Section and/or the Division.
•Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit's service.
•Undertakes on-the-job and other training activities, both internally and externally.

Education
Advanced university degree (Master's degree or equivalent degree) in economics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required. Experience related to the promotion of innovation and competitiveness policies, industrial development, or entrepreneurship is desirable. Practical experience in the organization of inter-governmental or United Nations meetings is desirable. Experience in organizing capacity building and/or policy advisory activities, in particular in countries with economies in transition in Eastern Europe, the Caucasus and Central Asia is also desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English or French is required; knowledge of the other is desirable. Knowledge of Russian is an advantage.
