Org. Setting and Reporting
This post is located within the Palestine Unit of the Emerging and Conflict-related Issues Division (ECRI) in the Economic and Social Commission for Western Asia (ESCWA). The Economic Affairs Officer reports directly to the Director of ECRI.

Responsibilities
Under the direct supervision of the Director of ECRI, the incumbent will be responsible for the following areas:

Economic or sector analysis:
•Monitors and analyses political and socio-economic developments in the Arab region with a focus on impact of the occupation on the Palestinian people, society and economy and identifies recurrent and emerging issues of concern to the United Nations - ESCWA.
•Designs and conducts policy-oriented studies on issues related to the local and regional socio-economic impact of conflict and occupation, and draft resulting reports.
•Develops and applies methodologies and, as necessary, adapts quantitative analysis methods to measure long-term cumulative impact of the Israeli occupation.
•Develops draft policy recommendations pertaining to area of work.
•Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others.
•Attends international, regional, and national meetings to hold discussions with representatives of other institutions.
•Organizes expert group meetings, seminars, etc. on development issues.
•Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support:
•Represents organizational unit at international, regional and national meetings.

Technical cooperation:
•Designs and monitors technical cooperation projects.

•Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization's technical cooperation activities.
•Prepares global, regional, national or sector analyses that provide a basis for advising national governments on development issues.
•Conducts training seminars and workshops for government officials and others.
•Formulates technical modalities for the evaluation of individual technical cooperation projects.

General:
•Supports junior staff, reviewing their work and providing feedback.
•Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit.
•Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of ECRI's work program.;
•Undertakes on-the-job and other training activities, both internally and externally.

•Professionalism: Ability to apply theoretical frameworks and concepts in different sectors of economic and sustainable development in countries affected by conflict and occupation, in particular the occupied Palestinian territory. Ability to conduct independent research including the application of advanced quantitative and analytical tools and techniques on economic topics, determine suitability, validity and accuracy of data provided by different sources. Shows skills in micro and macro data collection and analysis. •Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education
Advanced university degree (Master's degree or equivalent) in economics, political economy, social sciences or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area. Experience in utilizing advanced quantitative tools, including modelling, to analyse trends and impact of conflict on development is desirable. Experience working in conflict/post conflict countries is desirable. Experience working on the Palestinian economy is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. Arabic is also a working language of ESCWA. For this post, fluency in written and spoken English is required. Knowledge of Arabic is desirable.
