Job Purpose

Provide advisory and technical support to Bank operations by helping strengthen the economic soundness, relevance and value of ADB's financing programs and projects in developing member countries (DMCs) in support of ADB's goal of poverty reduction. Conduct policy and applied economic research and contribute to capacity building and knowledge sharing initiatives covering economic analysis principles and methods. Work within broad policies and objectives, being able to work independently in technical areas, with supervision for critical tasks.

Expected Outcomes

Policy and Project Economic Analysis Research • Contribute to the development, improvement, and dissemination of methodology and techniques for project economic analysis. • Support the development and conduct of the internal and external training programs on project economic analysis, and on analysis of policy-based lending. • Contribute in the development and delivery of learning programs for ADB staff and relevant government officials on the application of economic analysis principles and methods. • Identify and undertake applied microeconomic research and good practice studies on policy and investment issues in the transport and urban sectors that will contribute to the quality and effectiveness of economic analysis methodologies • Lead country diagnostic studies and conduct policy dialogue on development constraints with DMC officials inform ADB operations

Operations Support • Enhance the quality and consistency of ADB operations by providing advice and technical support for economic analysis through interaction with staff of operational departments • Review ADB's operations-related documents to assess the consistency and validate underlying economic rationale and appraisal approaches • Participate in review meetings as necessary • Support country and project teams in the review of operations papers, primarily at design stage, and provide advice to strengthen the economic base of country strategy studies and of policy and investment operations, including participation in relevant operational missions. • Lead and manage projects/assignments involving low to moderate levels of risk. • Assist with complex and multi-disciplinary problem solving. • Perform work independently in own field of specialization, drawing from knowledge and experience of multiple disciplines.

Qualifications

Education Requirements

Master's degree, or equivalent, in Economics, Transport, Urban Economics, or other applied economics. University degree combined with specialized experience in similar organization/s, may be considered in lieu of a Master's degree. preferably at post- graduate level or its equivalent.
Relevant Experience

• Suitability to undertake the responsibilities mentioned above at the required level • At least 8 years of relevant professional experience in development studies and operations, sector economic analysis (in particular urban and transport sectors ), training in economics, research publications, developing country strategies or other related area • International experience in development work in several countries • Strong analytical capabilities and problem-solving skills • Proficiency in oral and written communications in English • Demonstrated client orientation and good interpersonal skills
