The economist will work with other economists, accountants, engineers, and attorneys within the Department, and will interact with representatives of other state, regional, and federal government agencies, as well as with groups representing the interests of the general public and private businesses. The economist will work within the Electric Power Division, focusing primarily on issues related to: (1) energy efficiency, (2) renewable energy resources, (3) grid modernization, (4) competitive supply and basic service, (5) integration of distributed energy resources, (6) long‑term energy contracts, (7) electricity generation and power markets, and (8) general ratemaking issues.

The position requires excellent quantitative and writing skills, as well as the ability to express thoughts in a clear and concise manner. Excellent oral communications skills are highly desirable. Incumbents of positions at Economist III level exercise considerable independent judgment.

The economist participates in all facets of assigned cases, including developing information requests, questioning expert witnesses during hearings, drafting memoranda and policy recommendations, and writing sections of DPU orders.
Gathers data, and performs quantitative analysis and research to be used in the preparation of rules, orders, and regulations regarding the issues identified above.
Maintains major work contacts with professional and technical personnel, utility organizations, agency personnel, and utility publications, as well as other local, state, and federal agencies.
Issues data requests, cross-examines witnesses, drafts memoranda and sections of DPU orders, and applies mathematical techniques of economic research.

Performs related duties such as attending conferences, seminars and meetings; preparing memoranda and maintaining records.
Responds to inquiries from agency staff and others to provide information concerning assigned cases.
Collects, compiles, and reviews economic data obtained from various sources, including other agencies and trade organizations for economic analysis purposes.
Monitors and evaluates economic programs and priorities by preparing statements of economic goals, objectives, policies, and/or forecasts based on integrated economic analysis to determine if objectives are being met.

Qualifications

Minimum Entrance Requirements: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in the field of economics, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in economics may be substituted for a maximum of two years of the required experience.*

II. A Graduate degree with a major in economics may be substituted for a maximum of three years of the required experience.*

III. A Bachelor's or higher degree with major other than in economics may be substituted for a maximum of one year of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
