Integrated Statistics is looking for an economist to work with the National Oceanic and Atmospheric Administration (NOAA) Social Sciences Branch of the Northeast Fisheries Science Center. The Social Sciences Branch conducts research relating to economic and socio-cultural factors of fisheries management. It also supports the management process by participating in the development of regulatory alternatives and analyzing resulting impacts. Catch share programs have received an increasing amount of attention regarding whether these programs have been accomplishing program objectives. The Social Sciences Branch has begun a plan to measure the economic and socio-cultural performance of catch share programs (and, more generally, all NE fisheries).

Duties
The economist provides analysis and support to the program review for the New England Groundfish Catch Share Fishery. Duties include:
Providing analytical support to a multidisciplinary team to conduct a review of the New England Groundfish Catch Share program consisting of staff from the Social Sciences Branch, New England Fishery Management Council and the Greater Atlantic Regional Office. The economist provides background information, data summaries, and economic analyses for the program review.
Organizing existing tools and materials so that Council and SSB staff has readily available resources for conducting performance reviews for the groundfish fishery.
Assisting the Social Sciences Branch in implementing fishery performance measures as needed. The economist provides assistance in developing survey instruments, defining indicators, summarizing data, and reporting results. Where appropriate, the economist may also conduct targeted research related to catch share performance measures.
Participating in the production of reports and publications related to the groundfish fishery catch share program review and making these reports more accessible to the public.

Education
Master's Degree or PhD in Economics, or equivalent work experience in economics or a closely related field.
Experience
Knowledge of economic issues related to natural resources.
Experience gathering economic information and familiarity with using qualitative and quantitative data.
Skill in written communication, preparation of technical reports and the ability to communicate orally.
Demonstrated skill in use of statistical software and experience in the use and analysis of large databases through tools such as STATA, R or SAS.
The position is full-time with an initial period of performance of one year. The rate of pay is $24-26/hr, and the position is eligible for the benefits described on the Integrated Statistics website.
