Description

The Fiscal Affairs Department of the International Monetary Fund is looking for a candidate to fill an Economist/Senior Economist position in its Revenue Administration 1 Division. The position requires relevant senior technical assistance (TA) experience in revenue administration. The successful applicants for the position will be expected to participate and may lead technical assistance programs in a wide range of countries and, in addition, will:

Develop strategies to implement major tax policy and administrative reforms;
Advise on improvements to the organization and management of tax and/or customs administrations;
Advise on modernizing procedures for the assessment and collection of taxes, customs duties, and social security contributions;
Develop balanced service and enforcement compliance programs.
The successful applicants may be required to backstop revenue administration experts working in member countries or regional technical assistance centers covered by the division. The applicants will also support the division's research and analytic efforts and may be involved in participating in Fund program and surveillance missions when revenue administration issues are part of the focus of these missions.

Qualifications

To be minimally qualified for this position, candidates must possess educational development, including and/or supplemented by work experience, typically acquired through the completion of considerable graduate work in economics.

In addition, the following qualifications and experiences are highly desirable:

Direct experience in a tax administration authority at a senior management level—exposure to customs would be considered good additional experience;
Participation in the implementation of major tax policy and administration reforms in developed and/or developing countries;
Sound understanding of effective tax policies and administrative approaches for developing countries, based on a combination of theoretical and practical experience.
