The EIB, the European Union's bank, is seeking to recruit for its Secretariat General (SG) - Economics Department (ECON), at its headquarters in Luxembourg:

(Junior) Economists

This is a full time position at grade 4/5
The term of this contract will be 4 years


The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Purpose
Apply economic analysis and knowledge to derive and effectively communicate recommendations that help shape strategic decision-making of the EIB and to contribute to the policy formulation and dialogue.

Operating Network
The Economics Department provides impact-driven economic analysis to support the EIB in its operations, its global positioning and strategy and policy definition, both inside and outside the EU. It comprises 3 divisions - Economic Studies, Country and Financial Sector Analysis and Policy and Strategy. It is part of the EIB's Secretariat General, responsible for the EIB's overall strategy formulation.

Specific Post Environment
Working in a group of about 30 economists in the Department and reporting to the respective Head of Division and eventually specific project leaders, s/he will communicate directly with Department management and EIB front-line operational staff, and external counterparts. S/he will carry out macroeconomic and financial sector analysis related to EU and non-EU economies and carry out structural economic analysis on topics with high relevance for EIB operations in line with the department's matrix structure.

Accountabilities
Under the supervision of the Head of Division and eventually, project leaders for specific assignments, the successful candidate will:
• Prepare economic and financial analysis on topics of critical importance to the EIB and impacting operational strategies and policies (e.g. investment, investment finance, access to finance for SMEs, innovation, etc)
• Identify clear links between economic analysis and policy and strategy priorities for the EIB, keeping in mind past achievements and future trends
• Assess risk, by providing in -depth economic analysis of countries and financial sectors, under the region of own responsibility
• Analyse the viability of projects in the financial sector, as per regional responsibility
• Participate in the drafting of key policy papers and reports for senior management and general use
• Propose improvements of processes, procedures, methodologies, and working methods
• Participate in the design and organisation of roundtables, conferences, seminars and events and support the dissemination of information inside and outside the bank

While economists in the team might be assigned to any of the above, specific tasks will be assigned as follows:
• contributing to macroeconomic scenario stress testing
• analysing on the EIB Investment Survey, contributing to survey developments, analytical work, presentation and EIB focused strategic analysis based on the survey
• providing econometric and statistical analysis
• analysing macroeconomic impact

Qualifications
• University degree in economics and/or finance, PhD will be considered an asset
• Minimum 5 years of practical experience in (area: monitoring, research etc.) preferably gained at a well-recognised academic/research institution and/or international financial institution.
• Good knowledge of European economies
• Experience infrastructure investment and finance would be desirable
• Good knowledge of standard applied quantitative methods
• Strong computer skills in particular with regard to statistical/econometric software
• Excellent knowledge of English and/or French(*), with a working knowledge of the other. (Knowledge of other EU languages would be an advantage).

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
