ODI's Public Finance and Institutions programme is looking to expand its network of consultants to support its programme of work delivering policy-relevant research and advice to governments and international organisations across a range of public finance themes. We currently have a number of short-term and long-term positions to fill.

The Public Finance and Institutions programme has a strong reputation globally for undertaking original, policy-relevant research, influencing key policy debates, supporting knowledge exchange and working in partnership to strengthen the capabilities of governments.


About the roles

There are two immediate vacancies that we are looking to fill, which would initially be short-term assignments, although there could be potential for more permanent positions in future. These positions would suit early to mid-career professionals.

• The first adviser would support current ODI engagements looking at strengthening the equity and efficiency of health spending with various partners including national governments, UNICEF, the Gates Foundation and the University of York's Centre for Health Economics. The work would combine desk-based and in-country research with opportunities to support governments directly to better understand constraints to delivering effective health services. The position would particularly suit individuals who have experience working on policy development and planning in a health ministry.

• The second adviser would be based in East Africa and would support work with partner governments on a range of issues, which could include fiscal decentralisation, public investment management, budget management and the development of forecasts, economic models and policy costing methodologies. The role will include a mix of 'on-the-job' advice and training, support to governments to develop systems and processes, working with officials to provide advice and analysis to senior policy makers and supporting the exchange of knowledge across countries.

More generally, we are keen to build a pool of advisers so that we can quickly and effectively respond to the demands of our partners. Priority thematic areas include:
• Intergovernmental fiscal relations,
• Policy development and budget planning in health and education ministries
• Undertaking spending reviews
• Tax policy making
• Supporting debt and cash management processes
• Policy costing and appraisal


Qualifications, skills and experience

We are looking for excellent individuals with strong self-drive, high levels of enthusiasm, resilience, and a can-do attitude. Applicants should have excellent writing and interpersonal skills.

Applicants should be able to demonstrate the ability to:
• Work well within a diverse team
• Build and manage effective relationships with government counterparts
• Navigate complex political environments
• Communicate complex messages clearly to stake holders
• Analyse wide ranging sources of evidence and large data sets

All applicants will have a degree in economics, public administration, development studies, business administration, or a related field, and at least 3-4 years of relevant work experience. Advanced excel skills and knowledge of STATA and programming are highly desirable.

Remuneration

Remuneration will be competitive within the international charitable sector, dependent on experience and will include provision for flights, accommodation and relevant expenses when travelling.
