Battelle's Advanced Analytics and Health Research Team is currently seeking a Principal Research Scientist - Economist. This position located in Arlington, VA.

Battelle's Advanced Analytics and Health Research Team, headquartered in Columbus, OH, specializes in conducting research in the areas of healthcare quality improvement, public health, environmental health, and program evaluation for government, academic and private industry clients worldwide.

PRIMARY FUNCTIONS

The Principal Research Scientist will be knowledgeable in, and be able to execute, appropriate research and statistical methods designed to evaluate the implementation, outcomes, impacts and effectiveness of public programs. This includes an understanding of, and experience with, appropriate econometric/statistical techniques, experimental and quasi-experimental research methodologies, and outcome dissemination and implementation science. The selected candidate will be part of a team of researchers evaluating the outcomes and impacts of education and training programs for disadvantaged youth and responsible for implementation and modification of methods/models to meet research needs. Compensation will be based on qualifications and experience.

JOB RESPONSIBILITIES

Participate in the evaluation of the outcomes/impacts of education and training programs, as well as other assigned and self-initiated research projects, with minimum supervision.
Plan, organize, execute, analyze, and perform technical work; organize project resources; manage budget; project deliverables; and other related project management activities for multiple projects.
Project stakeholder management; to include, collaborating and working closely with internal and external stakeholders to communicate project data, status, and technical needs and address risk, issues, and opportunities.
Provide technical advice and assistance; review proposed solutions for technical feasibility, (White Papers, and Contract Proposals).
Supports and leads preparation of reports and portions of reports that are clear, concise, and technically accurate, and adaptable to a range of stakeholders.
Supports and leads preparation and submission of publishable manuscripts.
Supports business development efforts, including strategic planning and monitoring of current and future business opportunities.
Participate in Kick-Off Meeting, Preliminary Design Reviews, Critical Design Review, Technical Trainings (Requires travel).
Prepare technical and financial information for briefings, presentations, and status reports.
Monitor and report program commitments, obligations, expenditures, contract performance, and program status execution to include program milestones, schedule and cost, conduct related analyses, and track financial and technical metrics.

THE FOLLOWING REQUIREMENTS MUST BE MET TO BE CONSIDERED FOR THIS POSITION:

Master's degree or higher in economics or other relevant social science field and at least five years of experience.
Strong analytical and data interpretation skills, including understanding of multivariate modeling techniques, ARIMA models, and other similar methods.
Software-supported quantitative and qualitative analysis, literature reviews, information synthesis.
Ability to communicate verbally and in writing and maintain effective working relationships with a broad range of operational users, technical developers and government program managers
Ability to write both concise recommendation papers and longer analytical reviews.
Ability to work as a member of a multidisciplinary team.

THE FOLLOWING IS DESIRED, BUT NOT REQUIRED TO BE CONSIDERED FOR THIS POSITION:

Ph.D., or comparable doctoral degree (e.g., DrPH) in economics or other related social science field and at least two years of experience.
Training and/or experience in a research environment.
Experience with human subjects protection and Institutional Review Board requirements.
Knowledge and experience in research involving health policy, health disparities, international health, health economics or health data sources such as medical claims data is also desirable.
Broad technical and/or operational background and must be a self-starter who is willing to take on new challenges.
Project management experience; be capable of working with diverse multi-functional teams; and have the ability to influence and collaborate with multiple stakeholders internal and external.
Excellent word processing and computer skills; familiarity with Microsoft Office software including Word, Excel, PowerPoint, as well as SharePoint and Adobe Acrobat Professional.
