CAMRIS is currently seeking a Senior Economist (Lead) for the anticipated U.S. Agency for International Development (USAID) Analytics, Data, Visualization, and Information Services (ADVISE) contract, which seeks to improve the usage of USAID data and information, so that the Agency continues to ensure its development outcomes are supported by evidence.


Responsibilities

Serve as the project's foremost expert on regulations, policies, standards, and practices for managing official U.S. government foreign assistance data.
Analyze and report on U.S. foreign assistance over time and across agencies.
Provide staff with data analysis training.
Maintain expertise, ensure compliance, and remain up to date with foreign assistance reporting laws and guidelines.
Maintain expertise on the latest versions of the various indices that assess compliance with aid transparency requirements including OMB's annual report to Congress on the status of FATAA implementation, Publish What you Fund's Aid Transparency Index, IATI's Annual Report.
Coordinate the collection and harmonization of data from USAID enterprise systems and foreign assistance data from a wide and disparate range of information sources, in a variety of formats.
Administer surveys to obtain updated economic, foreign assistance, and related data and must be capable of producing economic forecasts based on quantitative models, economic science, and other econometric techniques.

Qualifications

Expert-level skills and at least 10 years of experience related to analyzing and reporting on U.S. foreign assistance over time, across multiple agencies, for official U.S. Government purposes.
A deep and granular understanding of the Standardized Program Structure and Definitions (SPSD), other official standards or frameworks for U.S. Foreign Assistance, the International Aid Transparency Initiative, and Official Development Assistance per the requirements of the Development Assistance Committee of the Organization for Economic Cooperation and Development (OECD/DAC).
Deep experience and expertise aggregating, normalizing, and displaying international development data from multiple sources, and conveying nuanced distinctions and conclusions to end users while ensuring utmost accuracy.
Demonstrated experience applying quantitative research methods working with real world foreign assistance data; operating or managing foreign assistance databases; and applying statistical methods to conduct analysis.
Deep expertise in using statistical software such as SPSS, SAS, STATA, R, and related
An advanced degree in economics, various sciences (including computer or data science), mathematics, or relevant quantitative subject area with a deep understanding of technical methods in data management to solve complex problems.
PhD and previous experience with USAID is preferred.
