The U.S. Treasury Department's Office of International Affairs is recruiting a Senior International Health Economist for its Office of African Nations to provide authoritative and expert technical and policy advice to senior level Treasury officials on health-related economic issues. In addition to advising Treasury officials, the incumbent will engage with the State Department's Office of the Global AIDS Coordinator (OGAC) and African governments to review, evaluate, and provide policy recommendations with regard to the financial impact of HIV/AIDS and health on African budgets, on policies to improve the efficiency and effectiveness of HIV/AIDS expenditures and on implementation of health financing regimes. The Senior International Health Economist would serve as an authoritative expert on the impact of HIV/AIDS and related disease dynamics on the economic outlook for African countries, as well as provide related policy expertise as part of Treasury's partnership with the President's Emergency Plan for AIDS Relief (PEPFAR) on mobilizing and utilizing resources for HIV/AIDS, serve as Treasury's representative on the PEPFAR Finance and Economics Working Group and on other PEPFAR interagency groups, and, as necessary, provide input to other macroeconomic analyses conducted by the Office of African Nations.


The applicant should: demonstrate expert knowledge in the economics of developing countries and should have experience in health economics and the international development assistance architecture for health; have the ability to anticipate and interpret the implications and trends in economic activity on health sector spending in a developing country context; and conduct in-depth analysis in areas related to sustainability and efficiency of health sector spending. The applicant should also be able to initiate, plan, and evaluate a wide variety of highly sophisticated and in-depth economic policy studies relating to the formulation and execution of economic policies including recommendations responsive to specific country context. The candidate would be expected to prepare strong analyses and briefing materials for senior Treasury and USG officials with minimal supervision, engage African finance and health ministries directly, and coordinate policy approaches with a range of U.S. government agencies and other donor partners. There would be significant travel, mainly to Africa, as part of the position's responsibility.


Position may be filled with excepted hiring authority at the GS-14 or GS-15 level. The appointment will be for two years with the option to renew up to a maximum of four years. Interested federal career competitive candidates may also apply; any appointment will be term limited. Position requires 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. Candidate must be able to obtain and maintain a Secret level clearance.
