Senior Technical Specialist – Impact & Evaluation

Oxford Policy Management (OPM) is looking for a Senior Technical Specialist – Impact & Evaluation (Post-Doctoral) with an Econometrics background, to join our Quantitative Impact Evaluation Hub in our Monitoring and Evaluation Portfolio. We are able to offer this opportunity on a full or part-time basis.
OPM has conducted more than 170 M&E projects in over 50 countries worldwide. The quality of our work is ensured by the presence of a dedicated M&E team, who work closely with sector experts across OPM to deliver methodologically robust M&E projects. These are designed to maximise usefulness for improving policies and programmes to reduce poverty and disadvantage. We cover 3 key areas within M&E, Independent Evaluation, Quantitative Impact Evaluation and Internal M&E systems.

Roles & Responsibilities:
• Play a leading role in the hub's intellectual reputation development activities, including developing academic journal articles out of our project work, presenting at academic conferences, and actively engaging with the impact evaluation community
• Lead on the design of experimental and quasi-experimental evaluations and econometric analysis
• Provide technical quality assurance to impact evaluation projects
• Contribute to the hub's intellectual capital development activities, including developing technical resources such as standardised approaches and tools
• Deliver internal training sessions
• Provide technical support and on-the-job learning to team members
• Contribute to proposal development in support of new business, in particular writing the technical sections for proposals
Successful applicants must have:
• PhD in relevant discipline (economics, development economics or other appropriate social science discipline).
• Demonstrated experience leading/conducting quantitative impact evaluation projects
• Academic training and advanced technical knowledge in experimental and quasi-experimental designs and econometric analysis
• Field experience in managing large-scale data collection activities and surveys
• Experience working in developing countries
• Ability to travel overseas for short-term assignments
• Fluency working in Stata
• Demonstrated ability to write clearly under pressure

Preferred:
• Experience working with donors
• Familiarity with qualitative and mixed designs/methods
• Demonstrated experience in developing, updating, and delivering training on impact evaluation
• Fluency working in Python
• Ability to work in at least one relevant foreign language
• Experience of project management, including the management of large project teams

The position is a permanent role and can be offered on a full-time or part-time basis. It will be based in our offices in Oxford however, the role will require overseas travel.
